On November 7, 2007, an unknown person to the media, José Luis Peñas, handed over to the Economic and Fiscal Crime Unit, UDEF, an mp3 containing 18 hours of recorded conversations between Francisco Correa – another name ‘era. This sounds like nothing to us – and to the businessmen and politicians of the PP. These recordings revealed the greatest case of political corruption in our democracy and, with this revelation, José Luis Peñas, former urban planning councilor of the Majadahonda City Hall, activated a time bomb that exploded eleven years later, in 2018, with devastating effect. sentence which was followed by a motion of censure which expelled Mariano Rajoy from La Moncloa. This week, the government granted a partial pardon to José Luis Peñas, who was also convicted of corruption in connection with the plot.

With the journalists from the Courts section of elDiario.es Elena Herrera and Alberto Pozas, we recall how the Gürtel case began in the National Court thanks to this denunciation by José Luis Peñas, former urban planning advisor to the Majadahonda City Hall and a first-hand witness to the plot. We are also interested in the figure of the whistleblower of major corruption scandals and the legal circumstances which surround these “repentant” characters, in relation to other people who denounce on the basis of personal ethics.
