You will agree with me that it makes perfect sense that 007 would need a license to kill, because if someone could kill at will, the world would be a very dark place. This is precisely what licenses are for: regulating activities that only have positive effects when regulated. That’s why we use them to drive, prescribe medications, or sell alcoholic beverages.
