José Luis Martinez-Almeidamayor of Madrid, presented this Thursday the Madrid Reside Plan, which revolves around two axes: the central almond tree and the rest of the city, thus eliminating the rings. The project envisages the transformation of some 215 buildings which have the character of private facilities for affordable rent or coliving; without housing for tourist use (VUT) scattered in neighboring buildings and a limit of 15 years for tourist use linked to its rehabilitation in the historic center. Almeida, during the press conference that followed the Government meeting, explained that the transformation of tertiary buildings in the central area of Madrid in residential areas with incentives such as increasing the existing buildable area.
At the same time, to encourage rehabilitation policy of buildings listed in the city of Madrid and currently disused, the mayor indicated that the transformation into tourist accommodation buildings will be authorized for a maximum period of 15 years, after which they must be transformed into residential buildings.
“What we want with this measure is that buildings classified in a poor state of conservation, where there is no economic capacity, can have a profitable use in exchange of this rehabilitation of a tourist nature provided that at fifteen years of age to come back has turn in residential buildings,” explained José Luis Martínez-Almeida.
About the tourist apartments of central almond, stressed that scattered nature will not be allowed in communities of owners, not even on the ground floor and first floor, while in buildings that are not intended for residential use, the tourist apartments without limits.
Concerning trade, the transformation of premises commercial spaces into tourist apartments, but the premises can be transformed into housing, provided that they are in non-commercial routes.
The central almond
Outside of the central almond tree, accommodation for tourist use dispersed in communities of owners will be authorized on any floor provided that they can have independent access. Thus, the VUT can be implemented under the conditions of the current 2019 plan, that is to say in entire building or scattered houses. In the latter case, as a novelty, the obligation to have independent access is included as long as they are buildings for residential use.
Concerning the transformation of premises into residences and tourist apartments, it will not be authorized on the roads that the General Urban Plan established as outsourced. As an example, some of them and in some sections are Bravo Murillo Street, General Ricardos, Antonio López, Avenida de Barcelona or Alcalá Street until Manuel Becerra.
The 2019 accommodation plan allowed the establishment of tourist apartments on the ground floor, which led to the disappearance of many neighborhood establishments in the central area, because the tourist accommodation activity is more profitable, causing a reduction in commerce serving neighbors, as reported by the municipality. .
From 2015 to 2024, they transformed 3,306 premises in tourist residences or apartments in Madrid. The initial approval of the Modification of the General Plan will be submitted to the Council of Government in December for public information for a period of one month (until January). After responding to the allegations, it will be submitted to the plenary session for provisional approval in April. Subsequently, the Community of Madrid will review the text for final approval. The text is expected to come into force in August 2025.
