The Advisor to the Presidency, Interior, Social Dialogue and Administrative Simplification, Antonio Sanz, revealed this Thursday in the Andalusian Parliament that during the last DANA, all provinces activated the territorial plans of local civil protection emergencies (PTEL), plans prepared to deal with general emergencies such as fires, floods, earthquakes, etc. at the municipal level. More specifically, in Córdoba, 97 percent of the territory has one of these plans present in 75 municipalities of the province, a number that has increased exponentially since 2019.

In this sense, Sanz highlighted that 96.22% of the Andalusian population lives in a municipality with PTEL (8.2 million people) and that “between 2019 and 2024, with the arrival of the government of Juanma Moreno, the number of municipalities that approved it increased by 50%”.

In a parliamentary response, Sanz explained that the approved aid is the result of the Declaration of Exceptional location which was approved on Tuesday by the Government Council, as provided for in Decree 277/2023 for natural emergencies, a mechanism through which extraordinary and urgent aid can be granted to local entities.

In addition, the Andalusian official defended this Thursday in a question in the plenary session of Parliament the measures that the Andalusian government decided after the damage caused by DANA in Andalusia, for which the Government Council approved a set of initiatives with 75 million euros.

Antonio Sanz wanted to emphasize above all that “it is prevention which has marked the performance of the Board of Directors during the management of the emergency by DANA.

In addition, the Andalusian Government has planned a first allocation of 12 million euros since Local administration for direct aid to municipalities, without prejudice to possible budgetary modifications which may prove necessary depending on the evolution of events.

Ministry of Agriculture assistance program

On the other hand, the Ministry of Agriculture has activated another aid program worth 50 million euros for the Andalusian countryside which will reach 69 municipalities concerned because of the storm. This article will be used to recover affected rural roads, compensate SMEs and farms, as well as repair damaged water farms.

In the development zone, 11 million euros have been allocated for the repair of roads which fall under regional jurisdiction.

Finally, the Ministry of Educational Development and Vocational Training carried out a first assessment and will devote two million to repairing damaged educational centers.

“We are therefore talking about a total amount of 75 million euros”, underlined Antonio Sanz, also emphasizing that “while waiting for all performances carried out, as with the approval of this Exceptional Situation to help the affected municipalities, this Government acted with speed, agility and efficiency to deal with the emergency situation experienced.
