VICE chairman of the House of Representatives Commission XIII Sugiat Santoso said that the case of alleged exploitation of the former player Circus Indonesia (OCI) was included in gross human rights violations. Sugiat assessed that there were many violations in the case.
“From the findings, I think this was explained by the lawyer and the victims and was reinforced by the findings of the National Human Rights Commission and Komnas Perempuan, this was a serious violation,” said Sugiat in parliament complex in Senayan, Central Jakarta, Wednesday (2/23/2025).
“There are different articles, even the Constitution of 1945 and various articles in our legal provisions and even international law, this is a serious violation,” he continued.

Sugiat regretted the exploitation. Moreover, he said, it began to be done when the victims were still children.
“That they turned out to be the age of 5, 2 years, 3 years, some were even traded for 8 years, the OCI who bought, Eastern Circus Indonesia who bought. The seller was his parents. I think it could be the entrance to his criminal actions,” he said.
He pushed the case to be investigated again. He was a promise to supervise the case until it was completed.
“The XIII committee wants to supervise this case with regard to its crime. That the National Police headquarters reopens this case and punishes the perpetrators of this crime,” he said.
Earlier, a number of former OCI players from Circus Indonesia (OCI) held an audience in the House of Representatives Commission XIII for alleged exploitation. They claimed to be tortured so that they had no identity while they became an OCI player.
Chairman of the National Commission on Human Rights Atnike Nova Sigiro regretted the alleged exploitation of the former player Circus Indonesia (OCI), was not completed since the beginning was complained. Atnike said that the case has been going on for 28 years.
“This case is actually a matter that has long been that he has complained to the National Human Rights Commission, it is a shame that until 2025 did not receive an adequate or satisfactory solution, especially for the interests of victims,” Atnike said a meeting with Commission XIII in the Senayan parliament complex (4/23) Wednesday.
“The first time this case was reported to the National Human Rights Commission in 1997. So it was more than 25 years ago, it was 28 years ago that it was complained for the first time,” he continued.
Atnike said that Komnas Ham’s recommendations were not carried out in 1997 by the OCI. According to him, the results of monitoring were violations of human rights from the case.
He said that human rights violations include violations of children’s rights to find out their identity and family relationships. Atnike said that the OCI players were still minors when they were taken from their parents to be trained to be circus players.
