The Connected and Healthy Soria Plan 2021-2027 has mobilized 103 million euros to date, thus achieving an execution of 62.27 percent of the planned commitments, according to the Minister of Economy and Finance, Carlos Fernández.
The head of the department chaired the monitoring committee of the Soria Connected and Healthy Plan 2021-2027 to analyze what has already been executed of the 165.36 million euros of the total.
The councilor was accompanied by the president of the Provincial Delegation of Soria, Benito Serrano, and the delegate of the Deputation of Castile and León, Yolanda de Gregorio. The Plan was initially allocated 159 million euros and grew to more than 165 million by integrating the investment to develop the hydrogen plant in the Garray Environmental Business Park (PEMA). Carriedo recalled that of the 165 million euros, 135 are provided by the Authority, 20 by the Provincial Deputation and 9.5 by the Spanish Government.
The objective of the plan is to promote territorial cohesion, digital transition and competitiveness in more than a hundred projects to improve the quality of life of the inhabitants of the province of Soria.
The Soria Connected and Healthy Plan 2021-2027 is structured around four transversal axes, which seek to structure the planned investment and have an impact on different strategic areas of the territory and the population.
Carriedo emphasized that the axes are connectivity and digital transition; promoting competitiveness, business innovation and the circular and sustainable economy; the promotion of territorial cohesion as well as administrative settlement measures.
In the Digital Transition and Connectivity axis, the program for the universalization of digital infrastructures for cohesion (UNICO) is promoted as a framework for various calls which facilitate the universalization of access to very high speed and the extension of 5G in Spain.
This program is part of the objectives of the Recovery, Transformation and Resilience Plan and the Digital Spain 2026 Agenda, and aims to achieve broadband coverage at 100 Mbps decreasing for 100 percent of the population.
In the area of promoting competitiveness, business innovation and the circular and sustainable economy, it was launched the vertical accelerator of the Bioeconomy and the Circular Economy from Castile and León, ‘Wolaria Bioeco’.
Its budget is 100,000 euros and it will be carried out in two editions (2024 and 2025), selecting 10 business projects in each of them. Likewise, in the strategic space of the circular bioeconomy and clean energies (PEMA), in the Energy Domes, the contract for the total execution has already been awarded for 15,085,750 euros works in a single phase, with an execution time of 18 months, being already under construction.
Cohesion and settlement
Among the projects of axis 3, Promotion of territorial cohesion within the framework of the demographic challenge, strategic sectors, within the framework of the measure “Soria, city and province of Professional Training”, have been launched five new FP cycles, three specialization courses and 2,959,751 euros were invested in infrastructure.
Finally, in axis 4, Administrative measures for the settlement of populations, they are integrated positive actions for depopulated territories in calls for help from the various Council services.
The Ministry of Economy and Finance, through ICECYL, approved the regulatory bases for subsidies intended to finance business creation projects, which establish the evaluation criteria. Among them, the application of an additional percentage of ten percent on the eligible cost for projects located in the province of Soria during the validity period of the Soria Connected and Healthy Plan 2021-2027.
