The Egyptian parliament is discussing the urgent proposal of the government to change the secondary education system, which allows the use of the Bachelorite system in secondary education as a replacement of “secondary school”, which caused widespread disputes over the past months.

The new government legislation arrives a few months before the end of the current parliamentary session, and before the elections in the new council at the end of this year, which raised issues and criticism of the government in the submission of the proposal, as well as constitutional debates related to the scale of the “violation of the new draft law with free education”.

The structure of the proposed Certificate “Bakkalav” consists of two stages: preliminary (first class) and main (second and third grade). The exams in the new system are available in the two chances of each school year during May and July (July) for the second grade of secondary schools, June (June) and August (August) for the third class materials, provided that the entry into the exam is free for the first time, and then for 500 pounds (about 10 dollars) for each item, and the total amount is calculated for each of the “average” materials for 100 degrees.

The speaker of the House of Hanafi representatives Jabali asked during a plenary meeting on Wednesday, the reason for sending the draft law “A few days before the end of the fifth session of the Council”. The Minister of Parliamentary Affairs, Mahmoud Fozi, attributed this to the “government plan to carry out some educational reforms that need urgent use”, at the same time he apologized for “the weight of the government in the Council at narrow times”.

The project provides for amendments to Law No. 139 of 1981, through which the Ministry of Education can “add specialized educational programs that do not correspond to the development of modern education systems”, according to the statement published on Tuesday evening.

The draft law is not limited to the implementation of the “undergraduate” system, since it provides teachers at their work if they reach the retirement age during the academic year, so the educational process is not tense. It also includes a change in the name of technical education with its regularity, three years and five years, adding the word “technology” and giving the minister the authority to add new technical and technological educational programs in the light of official orientation to attract students to professional education.

Free contradiction

The joint committee on education, scientific research and constitutional issues began on Tuesday, the first sessions discussing the draft law, against the background of the reservation of deputies to some subjects, especially in an article related to the permission of the Minister of Education for reform in the secondary educational system without the need to refer to the legislative body.

According to local media, an argument for the collection of exams for the second time arose, which, according to local media, also believed that they considered a distracted from a clear constitutional text about free education.

The Minister of Education Mohamed Abdel -Latif defended during a meeting of the Committee on the Bachelor’s Bachelor after he is a way to save parents and students from the “Brand of High School”, indicating “a wide social dialogue for the system, as well as the referendum of students and parents for it and choose it by 88 percent.”

In response to the cost of the second fees for the exam, the minister said that “its goal is to ensure continuity, taking into account the cost of exams, such as logistics, procedures, etc.”, indicating “the release of incapable and specific cases in the law from any fees”.

The Chairman of the Council asked the Minister of Parliamentary Affairs of the “constitutionality and accuracy of the draft submitted by the Government” regarding the article on examination fees. Fozi emphasized that the government is open to any amendments, at the same time emphasizing that “they want to not violate the base of free education.”

Article 19 of the Egypt Constitution says that “education is the right to each citizen (…) is obligatory until the end of the secondary stage or its equivalent, and the state guarantees its free time at various stages in state educational institutions.

Equal opportunities

Some excluded the existence of “suspicion of unconstitutionality” in the article, charging a fee for the exam for the second time, on the grounds that this “service” is provided to the student to improve the group, and then “he must incur his costs, and not in order to bear the state, especially that he needs logistics costs in exams, and is not removed, that this is not like this is not like this is not the same as this is not the same as this is not the same as this is not the same So, it is not the same as this is not the same as this is not the same as this is not the same as for purposes, and not in order, and this is not in order, and this is not the same as not as for purposes. For free education and is already available.

But the educational expert, Assem Hegazy, saw that “the second exam of the possibilities has a discriminatory person for the benefit of a student who can bear this cost, in exchange for depriving others,” noting that the best way to conduct an exam with multiple capabilities without harm to equal opportunities to conduct more than one exam for one article during the year, for example, to check them at noon, as well as at the last exam.

Ghadi added to Al -Sharq Al -Awsat: “Despite the fact that he reacted to some of the requirements of experts in the community dialogue, including the removal of debt material from the total number and the fulfillment of the level of success in it, so that the student does not neglect it, the project also ignored many recommendations.” Usually it passes several times, when the advice is not carefully studying it.

The educational expert criticized the reduction of materials in the “undergraduate” system in a way that is considered a “violation” of the cognitive structure.

The Bachelor secondary school system is divided into 4 tracks: “Medicine and the Science of Life”, “Engineering and Information Sciences”, “Business” and “Art and Art”, studied by students in the first preliminary class before they specialize in one of them, and it will qualify them for registration at universities.

The Minister of Education indicated during the discussion of the project before the United Parliamentary Committee that “the system of certificates of undergraduate, if it is approved, would be optional for students in the secondary school of the third examination next to the secondary stage during the next school year.”
