The months have passed approval according to the law of the distribution of minor -worldwide from the Canary Islands and CEUTA, but it was still not known how many children would correspond to each autonomous community. To date. The figures of the plan, about which the Ministry of Childhood will appear on the next Tuesday regional governments, which Eldario addressed. Only these autonomy should place 1895 minors, almost half of the total number of people who will be moved.
On the other hand, the Catalia and the country of the Basksky were excluded from the obligatory composition, from the “Effects of Reception”, carried out by both communities in recent years, since its current occupation is much exceeding the minimum power that each territory should have, according to the criterion of the royal decree, which regulates these transfers. However, according to the sources of the ministries, the Catalan language government agreed to voluntarily place 31 children.

Despite the fact that Canaria requested the transfer of 4400 minors, they will finally be moved to a maximum of 3975 children to various factors, such as observing the age of most of them during this time -in accordance with the calculation of youth and childhood. Of these, 677 will go to Andalusia, 647 to the Madrid community, 571 to the Valencian community, 320 in Castile-la Mancha and 317 in Galia.
They are followed by Aragon (with 251 transfer), La Rioha (from 205), Castilla Yuin (197), Cantabria (156), Emmantadura (159), Asturia (144), Murcia (133) and Navarra (118). At the end of the list are the Balearian islands that will accept 49 minors.
Communities, which, finally, should receive any child, will certainly be a Basque and Catalan country, which was first excluded from the plan of actors. This is due to the fact that the number of places that are currently employed in their minors reception systems are much superior to what the central government calls the “ordinary potential”, the ideal minimum figure of the places that each autonomous community should have. However, despite the fact that the law does not force him to force him, Catalonia agreed to voluntarily receive 31 children.
Financing
As for financing, the sources of the ministry say that “all transfers” of minors will be brought to childhood. In concrete, the staff will cover the costs received from the reception, at least during the first three months of all the people who are transferred. In addition, the Central Government will financially compensate the territories whose places of its reception systems will be “oversized”, as well as cases of Aragon, the Balearian Islands, the Canary Islands, Kantabria, La Rioch, Seuta, Mellya, Navarra and Madrid.
According to childhood, communities that will receive more financing will be the Canary Islands (more than 24 million euros), Madrid (almost 16 million euros) and Andalusia (almost nine million euros).
According to children’s sources, this system “seeks to guarantee a balance between different reception systems.” The formula set the number of translations corresponding to each community, gives a wonderful weight for the “previous reception” and “measuring” reception systems in recent years, that is, to the number of places created by each community. “Until now, there were huge gaps between different systems, with some who have done good previous work, and others who did not do this,” they support from the ministry. As it is protected by the Department, headed by Sira Rego, the rules in which transfers are regulated “to correct these historical differences.”
As for the distribution of funds, childhood explains that “transfers will be accompanied by financing in order to be able to cover at least the first three months of admission.” According to the same sources, “the ministry will vote for all transfers.”
The number of transfers by which the Central Government currently works is 3975 minors, but from childhood they clarify that this is the calculation of maximums, so this figure may be lower, depending on various circumstances, such as the ability of autonomies to perform files in time until the age of minors.
Other transfers, opened by the Chanarine Directorate and Central, are added to this in order to fulfill the decision of the Supreme Court, which forces the state to take care of about thousands of small persons looking for asylum at present on the Canary Islands. Almost 800 children and adolescents -races, whom the government will have to accept in accordance with their responsibility, can be deducted from the total amount of children for moving to autonomous communities.
Criteria
The royal decree establishes a series of criteria that have already been traditionally applied in previous voluntary agreements on the distribution of minors, which varies is the weight that each of them will have. These criteria are: population (50%), per capita income (13%), unemployment rate (15%), the number of receptions created by structurally autonomous communities for placing tartatted adolescents (10), attention to minor migrants (6%), the fact that this is a border or island (2%) and dispersion (2%).
This figure of “ordinary reception” will be key both for the request for financing from the state extraordinary fund, and in the case of a humanitarian crisis, to justify the saturation of the reception system for a new transfer request. For the represented occupation and the number of structural places is considered valid, welcoming children should have been included in the register of minor interiors, and open places must have been certified by the Ministry of Youth and childhood.
Although at first the Minister of Syrah Rego planned to start transfers in July, the procedures related to the process are expanding the deadlines. At the last sector conference held last week, the head of the childhood department posted a possible start to minor moves from August to September.
According to the rules that regulate it, the plan will begin with the translations of minors who arrive at the archipelago after activating the distribution plan. Children and adolescents who reach the island will be transferred to other regions for the maximum period of 15 days from the date of registration of a child in the register of minor minors.
