Yusuf Hassan arrived in Tyeringia as a refugee in October 2015. In the small town of Ordraf, this was one first of all: uncertainty. Daily concern about whether Germany recognizes its use of refuge or not, it was painful and nervous. “If it was bad for me, how should it be people who are in prison with their notification of deportation? How a person must endure, ”he asks.

Division requirement for deportation prisons

According to the Federal Ministry of the Interior, 790 deportation places are currently available in Germany. People who are obliged to leave can be detained in court so that they can not avoid deportation. The ministry could not answer how many people had to wait for their deportation last year – this was a matter of the country.

Nevertheless, last year, the request of the EPD news agency in the federal states showed that on average, most of the cells remained empty. Accordingly, in Hess in the first half of 2024, almost 37 out of 80 seats were occupied in Baden-Württemberg, about 33 out of 51, in the Northern Rhine-Ustfali 84 out of 175 seats, in Rhinland-Palatination 26 out of 40.

Thuringia has not had its own deportation places since 2014, but collaborated with Rhineland palatine. The Minister of Justice and Migration of Thuringia Bit Meisner (CDU) is also responsible for the fact that at the end of June ten new places for detention will be created. For this purpose, Meiisner refers to a survey in the municipalities of Thuringian, according to which it is necessary in 200 devices in deportation.

In the future, ten places in Arnstadt should be expanded to 37. The Ministry says that it is currently impossible to say exactly how much it costs. For Meyser, deportation may be an important part of the government plan in Thuringia, in which they want to respect the division requirement.

Since the deportation is not punishing – that is, residents are not convicted criminals: they are inside – defects of regular law enforcement agencies must be divided, the European directive provides a return. Depractions of depreciation should differ “in the design of how prisoners have been imprisoned”, according to the decision of the European Court (European Europe) since 2022.

To comply with these leading principles in Thuringia, the Ministry establishes a hole in deportation in the building of the previous arrest of youth. This is “separated from the correctional institution of Arnstadt,” explains the Ministry at the request of TAZ. Youth arrest, in turn, switches to an empty prison building. In addition, the ministry explains that the conditions of detention should differ from the regular correction conditions. For example, there are “more generous rules of visit, information time, etc.” planned.

Frank Gokel from the Federal Association for Support of People in the Dutch Haupt (Bumah) doubts that the delimited building is enough to satisfy the division requirement. He refers to the decision of the Federal Court (BGH) since July 2014: according to this, housing is “in a special building on the premises of a conventional detention center in a special detention.” Therefore, the conclusion center will be illegal.

However: until BGH decides, as legally in Arnstadt, the years will probably pass, Hechel suspects. The lawsuit is long.

Support for deportation

Gokel has been involved in deportation for people for more than 30 years. There are many ways to support the detainees, he explains. “Even a conversation can be a long -awaited change for detainees and contribute to stabilization.”

In addition, Gokel believes that it is important when visitors “make processes visible in deportation institutions” to give an idea of ​​an isolated zone. He advocates actively integrating people on the spot.

But what is the mood in Arnstadt? The city administration provides information on its website for citizens: the new center of maintenance at the prison site “does not have noticeable consequences” in the prison. “Adapted persons should not leave the safe zone.” The wording, which recalls the criticism of Yusuf Hassan that refugees are criminalized by deportation.

To demonstrate on Saturday, Mara Brand reports that it is not easy to mobilize. There is almost no contact in rural areas: inside. On the left, activism focuses primarily on three cities: Erfurt, Ien, Weimar. Nevertheless, she turns to the civilian population in Arnstadt to “mitigate the horror of the deportation prison.”
