The laws adopted by the State Duma, which are part of the package of initiatives to combat illegal migration, will reduce the number of crimes in this area, and now law enforcement agencies have every opportunity to do this. This was stated by the Speaker of the House of Parliament, Viacheslav Volodin.
“The adopted laws will create a legislative field to combat illegal migration and reduce the number of crimes in this area. Now the supervisory and law enforcement bodies and relevant ministries have every opportunity to effectively combat the illegal actions of foreign citizens located on the territory of our country, as well as complicity in this,” — Volodin wrote on his Telegram channel.
The State Duma, he highlighted, approved four laws aimed at combating illegal migration.
Amendments have been made to the Criminal and Criminal Procedure Codes of the Russian Federation to improve mechanisms for combating illegal migration. Particularly serious crimes include the organization of illegal migration committed by an organized group or with the purpose of committing serious or especially serious crimes.
The penalty will be: prison of 8 to 15 years (previously the maximum penalty was up to 7 years); fine from 3 to 5 million rubles; deprivation of the right to hold certain positions for a period of up to 10 years.
Measures of greater responsibility have also been established for falsification or circulation of falsified documents, for crimes related to the fictitious registration and the registration of foreign citizens.
“This is now punishable by prison sentences of two to six years,” the parliamentarian added. — The commission of a crime by a person who is illegally in the territory of our country is considered an aggravating circumstance. This will establish a higher level of responsibility when sentencing illegal immigrants, avoiding suspended sentences.”
There has also been a complete ban on intermediaries participating in the organization and administration of immigration exams.
In December 2023, after the State Duma initiated supervision measures in this area: the number of intermediary organizations quadrupled: from 622 to 156 examination places; the number of immigrants who failed the exam increased to 30%; Budget revenue from these events increased 5 times, and the cost of the service for conducting the exam increased.
“The law will force the government to determine the exact amount of the examination fee, which will also make attempts to organize a parallel market unprofitable,” – noted the president of the lower house of parliament.
An extrajudicial blocking of Internet resources containing proposals for the provision of illegal services to immigrants and the sale of false documents for registration of immigration status has also been introduced.
