In his indictment, the prosecutor said that Tom Lembang insulted his power as a minister of trade for the period 2015-2016. He allegedly issued a letter with the approval of crystalline sugar (SPI) 10 private companies, without passing through the inter -facoral coordination meeting and without the recommendations of the Ministry of Industry.
Worse, these companies, as you know, do not have permission to process raw crystalline sugar in consumption sugar. These are refined sugar manufacturers who should not allow the production of white crystalline sugar for the public market.
In addition, Tom Lembong did not appoint a state enterprise (BUMN) to manage the control of proposal and sugar prices. And vice versa, he appointed a number of cooperatives, such as:

- Parental cooperative of the National Police of the Republic of Indonesia (Inkoppol)
- Center for the Indonesian National Police of the Cooperative (PUSKIPOL)
- The cooperative of social security of TNI/Polri (SKKP) employees threatens severe punishment
In his actions, Tom Lembong was accused of violating the clause of Article 2 (1) or Article 3 JO Article 18 of the Law No. 31 of 1999 on the elimination of crimes on corruption, in accordance with amendments in accordance with Law No. 20 of 2001 in combination with Article 55 of paragraph (1) of the Criminal Code.
The threat of punishment in the article includes the maximum imprisonment of 20 years and billions of Rupia fines, as well as the possibility of reimbursing state losses by depriving assets.
