During his speech at the Yerevan Dialogue Forum, Armenian Prime Minister Nikol Pashinyan said that Azerbaijan was offered to sign the agreed articles in the draft peace agreement.

“Nikol Pashinyan says, on the one hand, that they are interested in signing the peace agreement, that they want to normalize relations with neighbors, but, on the other hand, he deliberately slows down the process. Pashinyan and his ministers have agreed on 13 of the 16 articles of the draft peace agreement, the President of Azerbaijan Ilham Aliyev and on his last visit to Italy he said that 80% of the document was agreed.
The main issue is not to remove the point that worries Azerbaijan. Namely, the clause containing the territorial claim to Azerbaijan should be removed from the Constitution of Armenia. In the early 1990s, when Armenia occupied the territory of our country, it adopted an illegal law on the annexation of Nagorno-Karabakh. This law was included as a clause in the preamble of the Constitution of Armenia. Azerbaijan wants to remove this clause. If Armenia recognizes the territorial integrity of our country, this demand must be fulfilled. It is difficult, if not impossible, to sign a peace agreement without fulfilling this requirement. For the Pashinyan government, this is not so difficult. Because this clause was added to the Constitution of Armenia not by a referendum, but by a majority vote in parliament. Currently, the majority in parliament is held by Pashinyan’s party.
“As soon as this article is removed, the main obstacle will be removed and a peace agreement will be signed. Therefore, it is important to solve this problem. Pashinyan’s latest proposal slows down the process of concluding and signing the peace agreement.”
