The report emphasizes that the absence of reserve systems and emergency recovery plans makes the Egyptian digital network vulnerable to complete collapses in the case of any main center. In his document, the World Bank presented a comprehensive analysis of the reality of the Egyptian digital sector, pointing to such strengths as a large market and strategic location, but he warned that these advantages were undermined from structural imbalances. The report was focused on three main problems: the actual monopoly on the infrastructure, institutional interference between the organizer and the operator and the weak organizational framework.

Reform recommendations offered by the World Bank included urgent and long -term procedures, starting with the restoration of telecommunication Egypt as the main influence in the market, as well as by separating its roles as a provider of services and the organizer of the market, and ending with a comprehensive review of the communication law. He also called for the available infrastructure of the private sector and the ADEL distribution by the spectrum of indecision.

The most alarming thing is that the report set the schedule for the sale of repairs from 3 to 36 months, while the classification of most of them is a high priority. But five years have passed since these warnings, without observing the fundamental implementation of the recommendations, which makes the catastrophe today the expected result of neglect of warnings, and not just a transition accident.

Analysts note that the current crisis raises embarrassing questions about the reasons for ignoring international warnings and responsibility for delaying the implementation of structural reforms that could prevent this disaster. Currently, there is an urgent need to revise the entire structure of the Egyptian telecommunications sector, taking into account the harsh lessons imposed by hot central events.
