How will land distribution in Karabakh be carried out?

Today, major construction projects are underway in the liberated territories. Thousands of residents have already returned to their homes.

The question of the division of land in the liberated areas has arisen. It should be noted that the agrarian reform in Azerbaijan began in 1996 and continued for several years. As a result of this reform, former collective and state farms were abolished and their territories were distributed to the local population in the form of land shares.

The “I State Program for the Great Return to the Territories Liberated from Occupation of the Republic of Azerbaijan” provides for a number of measures related to the efficient use of land in Karabakh.

Tahir Rzayev, Chairman of the Agrarian Policy Committee of the 6th convocation of the Milli Majlis, told Modern.az that the land will be divided into 3 categories:

“The territories of the free-occupation regions are known. The territories can be increased or decreased by decision of the government. At this time, of course, the number of the population and the infrastructure projects that will be implemented here are taken into account. State-owned, private and municipal lands are mapped under the supervision of special commissions and the distribution will be carried out by determining the areas inhabited in free cities and in the center. In the case of the construction of high-rise buildings in the center, with his consent, the land will be transferred to that person and he will be able to dispose of his own land in the municipalities.

T. Rzayev emphasized that there is no difficulty here:

“Because, based on modern technologies, the areas of these lands are determined by the satellite system. Of course, the area of ​​some regions liberated from occupation is too large. For example, in the Lachin region there are more than 100 villages. There are also small villages in Kalbajar. It is necessary to unite these villages. However, the distribution of land will be carried out according to population and area. I believe that the property and land rights of each person will be guaranteed.”
