The script was already written. The PP rejected with its absolute majority in the Andalusian Parliament the three amendments to the whole included in the Andalusian budget for 2025 by the PSOE, Por Andalucía and Adelante Andalucía. During this vote, the popular party had the support of Vox parliamentarians who also opposed the restitution of accounts requested by left-wing groups.
This implies that the accounts continue and face a new phase in their processing with the presentation of partial amendments from each of the parliamentary groups.
The position of the three groups of the parliamentary left was that of wholesale rejection of the budgetary model created by the Andalusian government. considering that it did not meet the needs and demands of the population. Their amendments in their entirety involved the return of the accounts and their recasting, a possibility which stopped the absolute majority of the PP and Vox.
In the case of Vox Andalucía, as on other occasions, it has marked its own line and will formulate a battery of partial amendments in the next phase of processing, although with the publicly expressed certainty that there will be no relevant agreements and that the vote will ultimately be negative, as happened last year. However, during the vote he opposed the approach of the left-wing parliamentary groups.
Despite this, both the Minister of Economy, Finance and European Funds, Carolina España, and the spokesperson for the PP-A, Toni Martín, They contacted opposition groups to reach agreements and discuss the draft budget for 2025 with the incorporation of partial amendments in the coming weeks during parliamentary processing. This offer was made by the advisor to all groups in the Chamber throughout her interventions, inviting them not to “fall into pessimism” and to adopt a constructive position.
However, whether these amendments are accepted or not, the approval of the accounts, which means a record volume of public spending, with 2,000 million euros more which, last year, was guaranteed by the vote of the PP. The priority of these accounts is to strengthen social spending, which takes up 63% of the budget, and in particular to increase the resources allocated to health, education, dependency and housing.
In 2025, the budget reaches a total volume of resources of 48.836 million euros, or 4.4% more than last year. It is also a budget that was proposed to be balanced, and which therefore does not lead to a new deficit or an increase in net debt. The credits requested will be used to finance the repayment of loans previously granted. In In terms of revenue, it consolidates the tax measures designed in recent years.s but with a forecast of a larger collection due to the improvement in the economic situation (up to 30% more, for example in transfer tax and documented legal acts) and due to transfers of the state financing system.
The Andalusian Government has extended this proposal in agreement to take a common position in Parliament regarding the regional financing system: “We need them to lend a shoulder so that justice is done and that we obtain the regional financing system that suits us and that we stop punishing Andalusia”, declared the councilor at the conclusion of her response to the political groups.
