In Russia, the tax on car recycling will increase by 70-85 percent from October 1.

The Government of the Russian Federation has approved a long-term indexation scale of the recycling rate until 2030 for road transport.

As reported in a press release from the Ministry of Industry and Trade, the new rules apply to cars, trucks, buses, trailers and semi-trailers of certain types of road construction equipment.

The resolution will come into force on October 1, 2024. From that date, waste collection will increase by 70 to 85 percent. From January 1 of each subsequent year, the rate will be indexed by 10 to 20 percent.

According to the department, the introduction of the tax will only affect the prices of cars manufactured abroad, as Russian manufacturers receive compensation for the amount of the recycling fee from the budget.

For cars with one- to two-liter engines, the rate will increase from the current 300.6 thousand to 556 thousand rubles, and in 2025 to 667 thousand.

The tax on road construction equipment will be indexed from January 1, 2025, and the rate will increase by 15% annually. For some types of special equipment, the production of which in the Russian Federation is still at the development stage, deferred indexation is provided, which will come into force no earlier than 2026 and 2028. We are talking about excavators and backhoe loaders.

It is also reported that the changes do not affect the preferential tariffs applicable to persons who independently import into Russia cars with an engine of up to 3 liters for personal use.

Previously EADaily reported that sales of new passenger cars and light commercial vehicles (LCVs) in the Russian Federation in August 2024 rose to a record level in anticipation of a price increase due to the introduction of a recycling fee.
