UPN recorded a statement at Urban Planning Commission of Pamplona City Hall in which he proposes regulatory changes to “facilitate the establishment of ground floor housing before the serious problem of access to housing. And the fact is that, even if the Pamplona urban planning regulations allows, there are currently two conditions that make this virtually impossible.
The UPN explained that Pamplona currently allows accommodation on the ground floor in all areas of the city, with the exception of Casco Antiguo, Ensanches, commercial centers and areas of commercial importance, up to a maximum of 50% of the perimeter of the block.
However, they emphasize that there are two aspects of the regulations very difficult to comply with by the owners. “These are articles 19.10 and 20 of Annex 2 of Foral Decree 142/04, which requires that all new houses have several activated ventilation ducts up to the roof of the building, and article 123 of the general building ordinance of Pamplona, which requires the evacuation of smoke towards the bridge if there are kitchens,” they clarified.
Regionalists consider that These two requirements “are less effective solutions than the requirements set out in the Technical Building Code”.. Indeed, to promote airtight ventilation, the use of enthalpy recuperators is a trend which can be activated by grilles on the facade and which allows very significant energy savings and an obvious improvement in sanitary conditions. As for kitchens, extractor hoods equipped with carbon filters that discharge purified air into the kitchen itself have become widespread.
Regionalists believe that, having alternative and more effective solutions to those currently required by the provincial and municipal regulations in force, “it is essential to modify the provincial decree and the general construction ordinance so that citizens can implement ground floor houseswhich, given the current context, is more than necessary.
