Perelló proposes Judge Dimitry Berberoff as Vice-President of the Supreme Court

The president of the Supreme Court and the General Council of the Judiciary, Isabel Perelló, transmitted this Monday to the twenty members her proposal that the magistrate of the Third Chamber of the High Court Dimitry Berberoff be elected vice-president of this judicial body.

CGPJ sources point out that with the candidacy of Berberoff, who was a lawyer at the Court of Justice of the European Union (CJEU) between 2007 and 2010 and a member of the CGPJ’s Network of Experts on European Union Law (REDUE), the president intends to strengthen the European dimension of the Supreme Court.

Berberoff, whose name was proposed to Perelló by the conservative group of the Council, also has extensive knowledge of the functioning of the High Court, since he was director of its technical office between 2014 and 2018 and since 2019 he has been an elected member of its Chamber of Government.

The plenary session during which the election of the Vice-President of the Supreme Court will be debated and voted on will be held on Wednesday, September 25.

The requirements that the Organic Law of the Judicial Power establishes to be proposed for this position are to have the category of judge of the Supreme Court with the necessary seniority to be appointed President of the Chamber (three years) and to be in active service. . For the appointment requires a three-fifths majority of the plenary of the CGPJ, i.e. 13 votes.

Berberoff has been a judge in the Third Division of the Supreme Court since September 2018. He was assigned to the Second Division (Tax Law) and more recently to the First Division (Admissions).

Graduated in Law from the University of Zaragoza in 1992, he entered the judicial career in 1996. After his first stint in the courts of first instance and instruction number 1 of Villena and number 3 of Xátiva, he was appointed magistrate specializing in jurisdictional litigation. administrative order in 1999 and joined the Superior Court of Justice of Catalonia.

In 2014, he was appointed director of the technical office of the Supreme Court, a position he held until his appointment as a judge of the High Court four years later.

Lawyer at the Court of Justice of the European Union (2007-2010), he was a member of the Network of Experts in European Union Law (Redue) and liaison officer of the European Judicial Network with the Supreme Court. He is a member of the Royal Academy of Jurisprudence and Legislation of Spain and has teaching experience as an associate professor at the International University of Catalonia, according to data provided by the Council.

Berberoff, until now number two in the majority APM, will not hold any organic functions in any judicial association during his term as vice-president of the Supreme Court.
