The EU Foreign Leader, Kaya Kalas, said that the assets committed will not be returned to Russia if Moscow does not pay compensation in Ukraine. Kallas approved at the informal meeting of foreign ministers in Copenhagen that the block should be prepared in the event of a possible truce or peace agreement.
“It is impossible to imagine that if there is a ceasefire or a peacekeeping agreement, these assets will be returned to Russia if it does not pay compensation,” the highest representative said.
EU foreign ministers are found in Copenhagen for an informal council for foreign affairs to discuss issues related to the war in Ukraine. In this form, ministers do not make decisions, but discuss problems in detail.
After a complete invasion of Ukraine, the European Union decided to freeze state assets in the amount of 210 billion euros. This amount is not captured, but the EU uses its interests to support the military efforts of Ukraine.
Earlier, experts warned that the possible seizure and use of related assets are an unprecedented sector and can lead to a legal mine for the EU.
Most of the assets, 183 billion euros, are located in Belgium, the reception of the EuroClear financial transaction center. These assets belong to the Russian Central Bank, which initially occupied them as short -term government bonds.
In the EU, Poland and the Baltic countries advocated a complete confiscation of devoted assets, while Belgium, Germany and France had legal reservations.
Previously this week, Hungary sued the EU Council For the decision to provide billions of euros in Ukraine with gasoline Russian assets.
Budapest claimed that the European peace institution (EPF), a financial program that promotes military assistance to allied countries, violated the EU law, ignoring Hungary’s opposition on this issue.
Ukraine receives 3-5 billion euros a year as part of the EPF program, which is almost completely funded by the percentage of Russian assets in Europe.
