In terms of inclusion of children with disabilities, national education does more every year, but never enough to cover growing needs. The situation of localized units for educational inclusion (ULIS), which support, within schools, children whose disabilities do not allow them to continue their education in a regular class and who sometimes require adapted teaching, is emblematic of this paradox. . At the beginning of the 2023 school year, 113,170 students were enrolled there, almost a quarter of the 468,000 students with disabilities present at the school, and 22% more than in 2017. However, according to the figures published on the occasion of the presentation of the Finance Bill 2025, national education is increasingly unable to meet needs.

In 2023, 17% of primary school children with “allocation notification” in the ULIS, according to the established expression, of the departmental center for people with disabilities (MDPH), did not obtain a place. They were 13.2% in 2020. The difficulties are most pronounced in middle and high schools, where more than 22% of the students who were supposed to benefit from this system – more than 14,000 adolescents – were unable to access it. Although national education had set the goal of responding to 93% of notifications in 2024, it had to lower its ambitions: in 2025, it plans to cover 85% in primary education and 80% in second. It now hopes to reach 90% and 85% respectively in 2027.

The reason is twofold, according to Rue de Grenelle. On the one hand, MDPH notifications are increasing faster than the number of open places in the ULIS, although the latter are clearly increasing, especially in secondary education. Between 2017 and 2024, nearly 2,600 units were created, bringing the total number to 10,990 throughout the country. On the other hand, indicates the Ministry of National Education, the congestion of the ULIS is due to the fact that ” Us [y] let’s go to school (…) “students waiting for a place in a medical-social establishment or service”whose disadvantages are much greater. In August 2024, the previous Minister of National Education, Nicole Belloubet, reported for the first time the figure of 24,000 students welcomed in schools due to lack of places in the medical-social sector.
