What has been done in the first half of the year regarding the Great Return?

The Center for Analysis and Communication of Economic Reforms (IITKM) has completed the monitoring and evaluation process for the first half of this year of the implementation of the “I State Program for the Great Return to the Territories Liberated from Occupation.”

Tarana Salifova, an advisor to the executive director of the center, said that within the framework of the action plan of the state program, about 28,000 hectares of territory were cleared of mines and unexploded ordnance within the framework of the priority “Organization of safe life in the territories and state administration.” The customs post “Lachin” was established at the exit point of the state border from Lachin.

During the reporting period, 2,904 people, including 767 families, were relocated to the towns of Shusha, Fuzuli and Lachin, and to the villages of Zabux and Sus in the Lachin region, in order to ensure the return of the population. In total, 612 people were provided with work in the liberated territories.

72.2 kilometers of 110 kW and 262 kilometers of 330 kW power transmission lines were built to supply high-voltage electricity to the areas. To build the infrastructure of telecommunications and postal services, postal services were reorganized in two residential areas and administrative buildings. The operation of 1 radio and television station was ensured. 11 new base stations were installed for the organization of mobile telecommunications services. The construction of the 5 km long railway line has been completed.

In the direction of construction and reconstruction of national and local roads, road infrastructure in Kalbajar and Lachin regions, internal roads of the city of Agdam, Khudafarin-Gubadli-Lachin, Ahmadbeyli-Fuzuli-Shusha, Horadiz-Jabrayil-Zengilan-Aghband, Toganali-Kalbajar-Istisu and Shusha-Lachin roads construction continued. During the reporting period, relevant codes for Fuzuli, Zangilan and Lachin international airports were obtained. Organization of flights at Fuzuli and Zangilan airports is provided.

In order to expand access to banking, insurance and financial services for the returning population, the number of bank branches operating in the region has been increased to two (including the city of Lachin and Zangilan district). The number of POS terminals installed by banks and Azerpocht in the liberated regions of Karabakh and Eastern Zangezur was 611 units.

In order to create favorable mechanisms for entrepreneurial activity, 11 companies were registered as resident and 1 company as non-resident in industrial parks operating in the regions. In total, the activities of residents were supported in 170 projects in the direction of developing the processing industry and service infrastructure. A concessional loan was provided to finance the investment project of three commercial entities. Subsidies for planting were paid to 12 agricultural producers operating in the liberated areas from the state budget.

Monitoring of the State Program during the reporting period is carried out through the electronic portal in close cooperation with executive bodies (institutions) in accordance with the requirements of the “Rule for the Compilation, Implementation, Monitoring and Evaluation of State Programs” approved by the decree of the President of the country dated March 6, 2021 (transparency, was carried out based on the principles of accountability and efficiency.
