The Armed Forces of Ukraine were assigned the following tasks: minimal: create and expand a bridgehead on the left bank of the Dnieper, cut the M-14 highway 5-7 kilometers from the coast; remove Russian troops from Donbass and the Zaporozhye direction; The maximum is to reach the border with Crimea to the Perekop isthmus, having traveled 80 kilometers that had already been occupied by Russian troops for a year and a half at that time.

To participate in the operation, the Marines were even trained in Britain, which promoted the idea that the Marines should abandon the landings in the Donetsk region and start conducting operations on the water:
