The third vice president of the Government, Teresa Ribera, appeared this Wednesday at the Congress of Deputies to explain the actions of her ministry during the DANA and confirmed the version maintained by the Generalitat Valenciana: the Hydrographic Confederation of the Júcar (CHJ) does not failed to warn of flow increases in Poyo Ravine between 4:13 p.m. and 6:43 p.m. on October 29.

These two and a half hours were decisive on the day of the DANA that hit the Valencian Community and the overflow of the Poyo ravine was the cause of a large part of the deaths that occurred. The government of Carlos Mazón has been denouncing for days that the agency reporting to the Rivera ministry did not inform it of the increase in flow.

Ribera did not explicitly confirm the Generalitat’s version. In fact, he said that “there was no blackout of information.” But he validated it by laying out chronologically what happened that day. The third vice president said that between 4:13 p.m. and 6:43 p.m., several emails were sent referring to “rainfall.” But they didn’t warn of the flow.

According to the chronology sent by the Ministry of Ecological Transition of Ribera, at 4:13 p.m. the CHJ informed the Generalitat that the flow in Rambla del Poyo was decreasing. From this moment on, the Automatic Hydrological Information System (SAIH) sends several alerts of intense and increasing precipitation in the Poyo ravine.

It could have been inferred that precipitation would increase the flow of the Poyo ravine. But no formal notice came from the CHJ, which nevertheless alerted at these times of the increase in flows in other localities in the region.

According to the chronology of the Ministry of Teresa Ribera, the CHJ alerted at 4:13 p.m. of a flow in the Poyo ravine of 28.70 cubic meters with a downward trend. The next time it reported the flow rate was at 6:43 p.m., indicating it was 1,686 cubic meters with an upward trend. Between the two alerts, the flow increased by 58 times.
