Some of the IDPs who died in recent days are said to have returned to Baku by renting houses donated to them by the state in the lands liberated from occupation. Some people are reported to be using these houses as a new source of income instead of living in them. In particular, the massive influx of tourists to the territories liberated from occupation is being abused.
In response to Axar.az’s investigation, the State Committee for Refugees and Internally Displaced Persons (Gachgynkom) said that cases of renting state-provided apartments to others were also found in Baku.
“Previously, there were field representatives who monitored this, and when such a situation was detected, it was prevented. Now, it is not possible to control it in the liberated areas. Our job as a committee is to ensure the return of people to those whose living conditions in Baku are very bad, in the initial phase, the return is guaranteed. We have confirmed that they do not have other apartments in Baku,” the response reads.
It should be noted that regular raids were carried out in settlements built for internally displaced persons in Baku and its environs, and it was determined whether the people who were provided with housing lived in those apartments or not. If those who did not live in the state-provided house, but used it for profit and rented it out, were immediately taken away from their apartments and given to those in need.
It is not excluded that this practice will be applied in the liberated territories.
