The Council will create closer units in all health centers to register the living will.

The Junta de Castilla y León will create closer units to formalize the living will in all health centers, in order to bring the procedure closer to citizens, since 30 percent of requests come from rural areas.

This is one of the new features of the new decree approved this Thursday in the Government Council, which replaces the one in force since 2007, and which regulates the formalization procedures, as well as the formal and material content of the preliminary instruction documents, sets the agency and nature of the Register, its functions and its organization.

Among the new developments, explained the spokesperson of the Commission, Carlos Fernández Carriedo, there are the integration of electronic processing in all phases when the living will is made in front of three witnesses, facilitating access to the register for health professionals as a guarantee of compliance with the instructions given, reports Ical.

Likewise, the automatic integration of prior instructions into the electronic medical file that the licensor had with the Regional Health Directorate is regulated. The standard also governs the participation of healthcare ethics committees for conflict resolution and professional associations in organizing access to the Register of Prior Instructions.

In this sense, another novelty collected is that The possibility of consulting the register is open to nursing professionals in their health care activity – until now only doctors could do this – knowing that they are directly responsible for care.

The updated data from the Instruction Register (2008 to present) reflect a cumulative number of registered documents of 23,243, with the following sum per health zone: 247 in Ávila; 3,965 in Burgos; 4,117 Leon; 1,401 Palencia; 3,733 Salamanca; 1,082 Segovia; 801 Soria; 5,804 Valladolid; 1,130 Zamora; and 263 from other provinces.

Finally, it should be remembered that, in accordance with the law relating to the rights and duties of people in matters of health, and in the terms established in the decree, the prior instructions must be formalized in documents through one of the following procedures : before a notary; in front of the personnel serving the Administration designated by the Ministry of Health; and before three witnesses who are adults and fully capable of acting, at least two of whom must not be related up to the second degree nor have employment, property, service or other obligatory link with the settlor.
