In accordance with the Law of the Republic of Azerbaijan on Media, operators of multiplexes and platforms operating in the Republic of Azerbaijan with a license may retransmit foreign television channels that they retransmit only on the condition that they submit documents authorize them to do so. (contract, agreement, permit, license, etc.) to the Audiovisual Council. Specialists from the Audiovisual Council review the documentation presented by the operators and their broadcast packages, and carry out the relevant follow-up work.

It was reported that as a result of regular monitoring, the retransmission of more than 100 foreign television channels without the correct document was discovered in the retransmission packages of the platform operators LLC “Artkom.Net”, LLC “Boss Group” and ” Shakh Telecom”. “LLC. In this sense, on November 19 and 20, 2024, the Audiovisual Council prepared protocols on administrative errors and sent them to the corresponding courts, taking into account what is required by article 43.1 of the Code of Administrative Errors.
The Audiovisual Council once again informs operators that foreign television channels included in the retransmission packages they make available to the population will only be able to retransmit if there is a document authorizing this. In this sense, continuous monitoring is carried out and the results will be announced to the public periodically.
