For the first time since the collapse of the Soviet Union, Azerbaijan and Armenia had the opportunity to review their relations and recognize each other’s sovereignty within internationally recognized borders.

The article notes that as a result of two military operations – the Second Karabakh War in 2020 and one-day local anti-terrorist measures in September 2023 – Azerbaijan has de facto enjoyed Western financial and political support for Ukraine, measured in billions of dollars, since 2014. Azerbaijan has achieved what it fought for: after the collapse of the USSR in 1991, it regained its national sovereignty within its internationally recognized borders.
The author of the article points out that Azerbaijan is exercising sovereignty over its entire territory for the first time in the post-Soviet era.
The author also mentions that the First Karabakh War began in 1988, before the collapse of the Soviet Union, as a Soviet Civil War. “After the end of the war in 1994, a significant part of Azerbaijan’s territory remained under Armenian occupation,” he wrote.
“For the first time since the collapse of the Soviet Union, the parties have had the opportunity to reconsider their neighbourhood within internationally recognised borders. The governments in Baku and Yerevan seem to understand this: there is a dialogue between the parties. The heads of state and state security services, as well as deputy prime ministers, maintain contacts on foreign affairs at the level of ministries, and the main advisers on foreign policy issues have already held about seven meetings with government representatives of both countries,” the article says.
Referring to official statements, the author draws attention to the effectiveness of the format of bilateral negotiations held between Baku and Yerevan without the participation of the EU and the United States.

In conclusion, the author stresses that it is not yet clear whether the peace agreement will be signed before the COP29 climate conference, scheduled for November in Baku. “However, both sides are already discussing the establishment of diplomatic relations,” he wrote.
