Hasan Hasanov, first deputy of the executive branch of Sabirabad district, submitted a special indictment order to the court.

“Qafqazinfo” reports that his complaint was heard in the Shirvan city court.

The official demanded that Arif Mammadov, born in 1970, a resident of Gazli village in Sabirabad, bear criminal responsibility under Article 148 (Insult) of the Penal Code.

During the investigations it was revealed that in 2023 H. Hasanov filed a complaint against the citizen with the court. H. Hasanov said that A. Mammadov insulted him in public. At that time, the Sabirabad District Court heard the case and during the proceedings, Arif Mammadov apologized to the official in court. On this basis, the Sabirabad District Court dismissed the case. However, Hasan Hasanov demanded that Arif, a resident of Ghazli village, apologize to him publicly, in front of everyone. A. Mammadov also agreed with this.

For this reason, the date of the travel meeting of the head of the executive branch of Sabirabad district with the residents of the villages of Kuruzma, Garagashli, Kovlar, Yenikend and Ghazli was moved from November 2023 to February 5, 2024. That That day, a mobile meeting of the chief executive with residents was held in one of the wedding houses of Kuruzma village, which was also attended by the entire district administration. Although Arif Mammadov attended the meeting, he took the microphone and did not apologize to the first vice president of the executive.

After the mobile meeting, H. Hasanov went to court again claiming that Arif Mammadov had insulted him again. He wrote a record and said that A. Mammadov cursed him in front of people. The minutes were signed by several officials, as well as employees of the Executive Branch.

This time, the complaint with the same content was heard in the Shirvan Municipal Court. However, the court acquitted A. Mammadov on the grounds that there was insufficient evidence to support the claim that he had again insulted the deputy chief executive.
