As a result of the audit of the Accounts Chamber, serious deficiencies related to the use and management of state funds were discovered in the State Agency for Compulsory Health Insurance of the Nakhchivan Autonomous Republic.
Oku.Az reports that at the meeting of the Collegium headed by the president of the Accounts Chamber, Vugar Gulmammadov, the relevant decision was made.
The information shows that violations were recorded such as the lack of legal acts that adequately regulate the functional activity of the Agency, the expenditure of funds in non-subordinate institutions and the diversion of the insurance fund for other purposes. Cases of unauthorized use of state property, purchase of fixed funds from health insurance funds or transfer of assets formed by financing constructions from investments to the balance sheets of other institutions have also been determined.
In addition, hiring employees who do not meet the established requirements for medical and economic experience, improperly conducting medical and economic tests, paying more than the cost of medical services, as well as a number of legal violations: receiving excessive funds by exaggerating the number. of donors, without submitting a report, violations of the law were also discovered, such as transfers of funds, financing of medical equipment and products with health insurance funds, non-punctual compliance with tax obligations and excessive payments in salary settlements.
