The presentation of accounts for the 2023 financial year within the legal deadline before the Board of Accounts by all local entities of Castilla y León, making a total of 4,741, mainly municipalities (2,248) and minor local entities (2,208), s It improved by 7.8 percentage points, reaching 60.2 percent of the total, compared to 52.4 percent the previous year.
October 31 (last day to submit) 2,852 entities had complied with this legal obligation: 1,598 municipalities, 1,110 small local entities, 136 associations and other associative entities and eight of the nine provincial councils, specifies the organization in a press release.
Currently, 3,059 local entities have already submitted their accounts, including 1,689 municipalities (75.1%). 60.2 percent of on-time responsibility is the best results achieved during the current mandate of the Board of Auditors and improvement in compliance with this legal obligation was recorded in seven of the nine provinces of the Community. It only decreased in Burgos (-0.7 percent) and Soria (-1.2 percent).
The improvement in the percentage of surrender by province varied between 74.3 percent in Salamanca (4.6 points more) and 52.5 percent in León, although the latter was the one that saw the greatest improvement ( 36.1 in 2022 to 52.5 percent in 2023) with an increase of 16.4 percentage points. The surrender also saw progress in the provinces of Valladolid (14.5 points more), Segovia (7.7), Zamora (7.4), Palencia (6.7) and Ávila (2.8).

Compared to the 2,248 municipalities of the Community, 27.6 percent of those existing throughout the country, year-over-year improvement was 4.7 percentage pointsreaching 71.1 percent, placing the surrender rate between 81.5 percent of those of Zamora (9.7 points higher) and 62.3 percent of Burgos.
In this municipal area, Valladolid is the province in which the greatest increase in accountability was recorded with 15.1 points of improvement (from 58.7 in 2022 to 73.8 percent), leaving the last position that occupied the previous year.
As for the provincial councils, all have submitted their general accounts for 2023; only Zamora did so after the deadline. On the other hand, the most recent account given by the Bierzo Region was that of the 2018 financial year, so there are five current financial years.
The accountability index of the 275 associations and other associative entities increased by an additional 3.3 points, from 46.2 to 49.5 percent. Concerning the 2,208 small local entities, they experienced a year-on-year improvement of 11.3 points, reaching 50.3 percent. Among the three provinces with the most neighborhood associations, León stands out, with an increase of 19.7 points to 50.9 percent.
During the recent presentation to the Cortes of the inspection of the most non-compliant municipalities in terms of cession, the President of the Council, Mario Amilivia, highlighted that among the reasons that can explain the improvement experienced in the region of Castilla y León is the Order of the Council that regulates assistance from the Local Cooperation Fund.
Thus, this establishes as a requirement for entities the presentation of responsible declaration accrediting of the rendering of general accounts before the Audit Commission, adding, according to the modification introduced this year, that said rendering must take place within the time limit provided for by the regulations, detailed information.
The Board of Auditors also proposes another series of measures as part of its Strategic Plan, such as the proposal to the Cortes of stable regulation of penalties for cases of non-waiver or omission of the duty of collaboration.
In this sense, the autonomous communities where coercive measures have been put in place record the highest surrender rates at the national level.
