These sessions, according to the advisor, constitute an excellent opportunity to deepen the regulatory changes introduced by the Law for the Promotion of Territorial Sustainability and its regulations, which “seek social, environmental and economic sustainability.” He also underlined the need to “respect territorial and urban legality”.

Rocío Díaz highlighted that the new law introduces the concept of territorial disciplinewhich allows “the Council to act directly against offenses having the greatest impact on the territory”. In addition, he mentioned other reforms, such as decentralization of inspection, consolidation and expansion of the inspection corps and the creation of a sub-inspector corps.

The advisor also mentioned the approval in August of the General Territorial and Urban Inspection Plan 2023-2026.which sets priorities for action, focused on controlling illegal subdivisions on rural land and protecting the coastline and protected lands.

Thanks to these measures, according to Rocío Díaz, we manage to “reverse the situation of urban planning indiscipline that we observed in 2019”. As an example, he highlighted that since 2018 The number of interventions aimed at ensuring compliance with the legality of urban planning and the appropriate use of the territory has increased considerablytripling the actions and multiplying the plots and buildings deposited by 13, in addition to achieving the 500 seals mentioned above, compared to their absence in 2018.

The advisor also highlighted the importance of coordination between administrations and agents involvedespecially in “a territory as large as Andalusia”. It is for this reason that he defended the maintenance of close collaboration between environmental prosecutors, land use and town planning inspectors, the Seprona of the Civil Guard, the national police attached to the government of Andalusia and “the municipalities, which are those who know their own territory best. »

The training conferences of the Network of Environmental and Urban Planning Prosecutors of Andalusia and the Territorial and Urban Planning Inspectorate of the Commission have the participation, among others, of the Director General of land use planning, urban planning and the urban agenda, José Andrés Moreno. , the delegated environmental prosecutors of Malaga, Fernando G. Benítez, and of Seville, Yolanda Ortiz. The Deputy Minister of Development, Territorial Articulation and Housing, Mario Muñoz-Atanet, will be responsible for closing the conference.
