Valencian President Carlos Mazón and the PP attacked, after the catastrophic DANA of October 29, against the Hydrographic Confederation of Júcar (CHJ) and against the former Minister of Ecological Transition and current Vice-President of the European Commission, Teresa Ribera , for monitoring purposes. the flow of rivers and ravines. The PP’s argument maintains that the CHJ did not report the flooding of the Poyo ravine (although it sent 62 notices while Mazón was eating). However, the Generalitat Valenciana itself recognized in an official document that the Autonomous Administration is also responsible for “controlling the flow of rivers, ravines, regulation systems and flood zones”, according to the Special Flood Plan. This is what a senior Mazón official did, in an internal memo to which elDiario.es had access, a few hours before DANA.

The Director General of Natural and Animal Environment, Luis Gomis Ferraz, sent an internal memo to his territorial services on October 29 at 11:30 a.m. in which he alerted regional environmental agents deployed in pre-emergency areas that they had to take refuge in “secure facilities”. In the same official communication, the senior official reminded his employees that the Department of Environment, Infrastructure and Territory, headed by Vicente Martínez Mus, is “charged” of the function of “monitoring the flow of rivers, ravines, regulation systems and flood zones”.

“These functions will be exercised at the request and in coordination with the 112CV through the General Directorate of the Natural and Animal Environment and more particularly the General Sub-Directorate of Animal Protection, Environmental Agents and Coordination, which will take contact with the Heads of Department concerned and the instructions being issued in a concrete manner,” explained Luis Gomis Ferraz.

The “resolution”, explains a spokesperson for the Ministry of Environment, Infrastructure and Territory, “aimed to guarantee that agents could continue to carry out their work without exposing themselves to risks”. “It was a general resolution which was adapted to each point where there were alerts,” adds the same source.

On the other hand, the senior official’s order on flow monitoring was not only in force on the day of the DANA disaster: “This instruction will be in force for the entire duration of the emergency plan activated by meteorological phenomena of the Agència de Seguretat i Emergences. at the 112CV emergency coordination center,” added the senior official.

Did the Generalitat Valenciana monitor the flows of rivers, ravines and flood zones on the day of DANA? The Ministry of Environment, Infrastructure and Territory did not respond to elDiario.es’ questions on this subject.

Despite the fact that the PP has put the CHJ in the spotlight (just as Mazón himself did with the Hydrographic Confederation of Segura, as president of the Provincial Council of Alicante, on the occasion of the DANA which hit the Alicante region in 2019), La Vega Baja), the organization’s communications with the Generalitat categorically deny the lies of the popular. The CHJ sent 62 notices while Carlos Mazón had a long dinner with a journalist at the Ventorro restaurant. Previously, at 12:07 p.m., the CHJ had already alerted of the flooding of the Poyo ravine. In addition, two of the CHJ emails, sent at 4:37 p.m. and 4:50 p.m., specifically alerted the Civil Protection of the Valencian Community regarding the accumulated rains in Chiva, at the head of the deadly Poyo ravine.
