The Valencian government hides a salary increase in a decree of measures for civil servants linked to DANA. The plenary session of the Consell, the first of the Executive which took office this Tuesday, approved a rule that eliminates the salary cap for councilors, regional secretaries and other positions of the Executive. Until now, senior civil servants who are civil servants could maintain their salary from the Administration if it was not 15% higher than that of the President of the Generalitat.
The decree introduces an additional provision which indicates that the 15% limit does not concern “the people who make up the Consell and the higher bodies of the departments”. The measure was established for the new members of the Consell and is incorporated in a text “by which extraordinary measures are adopted for the management, organization and mobility of the staff of public agents following the serious floods of October 29, 2024 in the Valencian Community”. This is a decree approved in an extraordinary plenary session this Tuesday, which addresses issues related to the emergency, and regulates the conditions for mobilizing civil servants adapted to floods.
The additional provision means that people who join as regional councilor or secretary, coming from a certain public responsibility, can join while retaining the salary they received in their previous position, executive sources explain. Directors-general and undersecretaries will benefit from this limitation, since the provision does not apply to positions that require them to be civil servants.
The Consell confirms that the measure applies to new members and justifies it as a means of “attracting talent”. “We need to incorporate talents and capacities to face the reconstruction, with people who have acted in scenarios as broad as the one we currently find in Valencia,” say sources from the Regional Executive, who emphasize that the salaries of senior Valencian civil servants are the highest. the lowest.
The decree specifically mentions that “the remuneration, with the exception of periods of three years, of all persons included in the applicable scope of this article who meet the status of civil servants, including personnel of the armed forces and state security forces, will be, at their choice, those established in the budget law for senior civil servants of the Generalitat, or those equivalent to the remuneration that corresponds to them in the job they occupy in their administration of origin. Each position is not mentioned specifically, although among the new incorporations that fit this profile is Lieutenant General Francisco José Gan Pampols.
The PP was particularly belligerent regarding the salaries of the Consell led by Ximo Puig when it was in opposition, despite the fact that Mazón earned more than Puig when he led the Alicante Provincial Council. Upon arriving at the Generalitat, the first Consell de Mazón, in coalition with Vox, also camouflaged a salary increase in the accompanying law.
