The award, through an open procedure, would grant the company the surface right to build a total of 221 social housing units on four municipally owned plots of land.

Alma Alfonso, in addition to being a deputy in Congress, directs the executive secretary of Economy, SMEs and Self-Employed Workers of the PP of Valencia. She is also a member, as Deputy Secretary for Employment, Entrepreneurship and Infrastructure and Secretary for Self-Employed Workers, of the Autonomous Executive Committee of the Valencian PP, chaired by Carlos Mazón.

On her social networks, the parliamentarian exposes her proximity to the Catalá team during official events in Valencia (she attended with her husband the recent wedding of popular councilor Juan Carlos Caballero, celebrated by the mayor).

The deputy intervened in Congress on November 13 to criticize the PSOE after the attack on Pedro Sánchez during the official visit led by the kings (in which Valencian President Carlos Mazón also participated) to Paiporta, a town devastated by DANA . “We condemn violence, but we cannot criminalize people who are going through one of the worst times of their lives, and we cannot confuse desperate citizens with organized criminals,” said Alma Alfonso.

A “transparent and public process”, according to the municipal council

If the property company was awarded the contract, it would assume all construction costs for the 221 apartments and manage them directly for 65 years as social housing under an affordable rent scheme, with the possibility of extending for a further 10 years. . Once the unique proposal is presented, the municipal technicians must assess that the offer from the real estate agency of Javier Timoner meets all the requirements required in the tender file, such as technical and economic solvency, to continue the processing of the attribution.

The contract, according to the technical specifications, includes three plots in the Nou Moles district of the municipality of Olivereta, with a total area of ​​3,327 square meters, and a fourth plot – R-15, of 1,728 square meters – in the district of La Sector Torre de Poblados del Sur. The La Torre district, located on the other side of the new Túria canal, was completely devastated by DANA.

The deadline for submitting bids expired on November 12 and, as municipal sources confirm to elDiario.es, only Javier Timoner’s real estate company applied. It is a “transparent and public process” to which “anyone who wishes” can apply, add the same sources. The feasibility study, ordered by a “commission agent”

On the Nou Moles plots, the contract includes the construction of three buildings of up to seven floors, with attic. In the Sociópolis district, in La Torre, the company will build, if ultimately awarded, a 20-story tower with 95 housing units. The completion time for the work is three years.

The economic feasibility study, commissioned by the Valencia City Council from the company Raizde3 SL, estimates the successful bidder’s income at 315 million euros from the rental of housing, garages and storage rooms (155 million after taxes) and of an investment to be made. in the construction of 82 million housing units, as reported by the newspaper Elevator-EMV. The contract is estimated at 413.5 million euros.

Raizde3 SL, responsible for the calculations, has the corporate purpose, in addition to construction, “to act as a commission agent and intermediary”, as indicated by the data consulted in the Commercial Register. On September 12, the PSPV-PSOE municipal group had already criticized the assignment of Valencia City Hall to the company. “He has entrusted the urban management of the city of Valencia directly to speculators so that they can do business as they wish,” denounced socialist spokesperson Borja Sanjuán.

A contract designed without provisional guarantee

The list of administrative clauses for the transfer of public land does not require the company to provide a provisional guarantee, but only a definitive guarantee (once the allocation agreement has been adopted and before formalization of the contract) of three percent of total execution. material budget and another three percent of the value of the plots, the latter calculated by municipal technicians at 196,196 euros.

The first definitive guarantee will be returned when the guarantee period for the work has been completed (one year from the signature of acceptance of the work) while the second will return to the hands of the company once the surface right has been achieved or extinguished. .

A businessman from Lubasa

SFI Consulting, the only company applying for the contract, belongs to the real estate developer Meliana Strategy SL, whose shareholding is held by Javier Timoner, who also appears as sole director. The latter company, according to its latest accounts filed with the Trade Register, declares assets of 6.5 million euros and declares a profit in 2023 of 366,437 euros.

Javier Timoner began his professional career as general manager of Lubasa Inmobiliaria, a subsidiary of the famous construction company founded by Luis Batalla, where he worked between 1996 and 2009, according to his Linkedin profile. The businessman did not respond to calls from this newspaper.
