The second is human rights and democratic reforms, which some Western countries show a critical approach towards Azerbaijan in terms of protection of human rights and democratic principles, which aims to damage the image of the country. and reduce its positive influence in the international world.
Another is related to COP29 and climate change. Azerbaijan’s role and responsibilities are at the center of environmental policy debates. Some circles may carry out black PR campaigns to weaken Azerbaijan’s participation in these discussions. Furthermore, competition with other South Caucasus countries can sometimes lead to such campaigns to increase political and economic influence. Together, these factors can explain the motives for the campaigns carried out to tarnish the image of Azerbaijan. In such situations, it is important for Azerbaijan to prepare strategic responses to protect its political and economic interests.
According to G. Akhundova, although the 100 billion dollars set until 2020 is a goal aimed at preventing climate change, it is debatable whether this amount is enough or not. He said that this issue can be addressed from several aspects.
“100 billion dollars can only cover a part of the financial needs necessary to reduce the effects of climate change, guarantee sustainable development and support the energy transition. According to reports from international organizations and experts, it is highlighted that this amount must be Developed countries may be interested in providing financial support to fight climate change because it improves their international image and helps reduce the global impact of climate problems. However, different approaches to climate finance may emerge for each country in terms of. allocation of economic resources, economic policies and priorities, the fulfillment of its obligations depends on political will, the economic situation and the new conditions that arise in the context of the fight against global climate changes, as well as the pressures of the politicians and local and international authorities,” he said.
G. Akhundova added that the allocation of 100 billion US dollars should be implemented through platforms such as the Global Climate Finance (Green Climate Fund):
“The effectiveness of these platforms depends on how well countries deliver on their commitments. With this in mind, $100 billion may not be enough to prevent climate change in the end, but it is an important start.
