The Vice President for Economic and Social Recovery of the Valencian Community, Francisco Jose Gan Pampols, will charge around 92,000 euros every year, 12,000 more than the head of the Consell, Carlos Mazon.

This amount will be the same as that which Gan Pampols received during his last year of service as lieutenant general of the army in 2019, as EL ESPAÑOL was able to confirm.

The vice president belongs to the Military Administration, that is, the General Administration of the State, and before retiring he had consolidated the administrative rights corresponding to salary, three-year mandates and the supplements, which amounted to 92,000 euros.

This is the approximate amount that he will now receive in his new responsibility as a member of the Valencian government, thanks to a regulatory change approved last Tuesday aimed at eliminating the salary cap that senior civil servants had and which prevented them from earning 15% more than Mazón. . who receives 80,173.92 euros.

This measure currently only concerns Gan Pampols and his regional cabinet secretary, Army Brigadier General, Venancio Aguado.

The legislative change, criticized by the opposition parties for having understood that it is not the time to “increase the salaries” of politicians, was carried out through a provision of the decree of mobility of civil servants to face the consequences of the DANA of October 29.

Until now, the law limited the public salaries of Consell members to 15% of Carlos Mazón’s salary. This limit is maintained in the case of directors general and undersecretaries.

Sources from the Generalitat assured after the approval of the decree that it is an “exceptional measure” to face “an exceptional situation” like that experienced by the Valencian Community after the DANA which devastated part of the province and cost the lives of 222 people. people.

In this sense, they emphasized that the Executive must “incorporate talents and capacities” to address the reconstruction, “with people who have acted in scenarios as broad as the one we currently find in Valencia”.

Less than Catalonia or Andalusia

In addition, they recall that the salaries of members of the Valencian Government are among the lowest in Spain, “well below the autonomy levels as Catalonia, Andalusia, Madrid or Basque Country”.

This provision did not appear in the draft decree of extraordinary measures for the management, organization and mobility of public agents following the serious floods of the DANA negotiated with the unions.

According to the sources consulted, the salary of senior civil servants is not negotiated at the table because it is not part of collective bargaining.

The head of the Consell, a few minutes before appearing at the control session in the Valencian Cortes, described the matter as “fruitless controversy» and defended that “the salaries of civil servants must be maintained because it is the dedication of a life”.

Who is it?

Gan Pampols, until now retired, led part of the reconstruction of Afghanistan and served as Director of the Armed Forces Intelligence Center (CIFAS) and several United Nations and NATO missions.

Its objective will be to rebuild and rebuild a province devastated by the terrible floods which devastated more than 70 municipalities.

Among its functions are the design of a recovery plan and the coordination of reconstruction efforts in affected areas, as well as the development of a protection plan to face possible natural disasters that pose risks to the population.
