The text is signed by a committee of experts of the European Charter for Regional or Minority Languages of the international organization which includes, among others, Belarus, Russia and Kazakhstan. The document published this Tuesday is a report on the situation of Catalan, Basque or Galician in Spain. Among other aspects, it indicates to the government that it must give more space to Catalan, Basque or Galician in “justice, state administration, the provision of public services and cross-border exchanges”.
The Council of Europe rolls out the red carpet for the government to impose linguistic imposition measures based on the “concern” that this entity exhibits in aspects such as “health and social protection services”. Furthermore, it should be noted that Catalan, Basque and Galician “are never used in the pharmaceutical brochures“.
On the other hand, it is emphasized that the law “does not guarantee that courts can conduct criminal, civil or administrative proceedings in regional languages”. “They are rarely used in orders, sentences, pleadings or correspondence with interested parties,” the expert committee says, opening the door to the publication of official court documents in co-official languages.
Experts also indicate that the number of civil servants who know official languages ”remains too low”. The document also refers to “the provision of radio and television programs”. The commission calls for “more agreements with international streaming platforms to dub films”, also in accordance with the agreement between the PSOE and the ERC to finance productions in Catalan and, in addition, subtitles and dubbing of series in co-official languages.
Against 25% of Spaniards
The text also underlines that “determining a minimum percentage of teaching in Spanish for each educational center contravenes the obligations assumed by Spain” with the Council of Europe. That is to say, he is opposed to the teaching of at least 25% of courses in Spanish in Catalonia.
In this committee of experts is Albert Branchadellprofessor at the Faculty of Translation and Interpretation of the Autonomous University of Barcelona. The teacher defended himself in an interview with elDiario.es in 2018, teaching at least 25% of courses in Spanish “is not justified”.
