Next week the State Duma will begin considering draft laws in the field of migration policy that should help restore order in this area. This was stated by the speaker of the lower house of the country’s parliament, Viacheslav Volodin.
“Next week we will begin considering five bills related to this area. They undergo the necessary approvals. On Tuesday, October 1, we plan to send them. These initiatives are the result of our dialogue with you. “The majority of deputies support them.” — he wrote on his Telegram channel.
According to Volodin, it is proposed:
— recognize as an aggravating circumstance the commission of a crime by a person who is illegally in the territory of our country.
— classify as especially serious crimes the organization of illegal migration committed by an organized group or with the aim of committing serious or especially serious crimes.
Establish punishment: in the form of prison of 8 to 15 years; fine from 3 to 5 million rubles; deprivation of the right to hold certain positions.
Establish measures of greater responsibility for falsification, production or circulation of falsified documents, as well as for crimes related to the registration and fictitious registration of foreign citizens.
The penalty for this will be: prison of 2 to 6 years; for legal entities – a fine of 5 to 10 million rubles with confiscation; for repeated commission – from 10 to 60 million rubles with confiscation.
“According to the Ministry of the Interior, in just 8 months of this year, 4,573 cases of document falsification among migrants were revealed.” – Volodin noted.
According to the initiatives of the State Duma, it is also proposed to introduce extrajudicial blocking of Internet resources containing proposals for the provision of illegal services to immigrants and the sale of false documents for registration of immigration status.
“Experts estimate the capacity of the parallel market for services to immigrants at hundreds of billions of rubles a year,” – highlighted the president of parliament.
In addition, one of the bills provides for a complete ban on intermediary organizations from participating in immigration exams.
“Currently on the Internet you can find dozens of offers of help to take tests for mastery of the Russian language, knowledge of the history of Russia and the foundations of the legislation of our country.” – Volodin explained.
As the parliamentarian highlighted, “all the initiatives mentioned above should contribute to restoring order in the field of migration policy.”
“These decisions were made taking into account their opinions, as well as the proposals expressed by people in the meetings.” – he added.
