The Official State Gazette (BOE) published on Friday the third government aid program for people affected by DANA, worth 2,274 million euros, and which includes direct non-repayable aid of up to 10,000 euros for the purchase of vehicles and support lines for the reconstruction of the productive fabric of the affected areas.
In an 85-page royal decree which will come into force this Saturday, the measures already put forward by the government throughout this week are described.
One of the main ones is the item intended for the renewal of the automobile fleet, which is included in the “Reinicia Auto” plan, endowed with 465 million euros in aid for the replacement of passenger cars, vans, light trucks and motorcycles.
There will be two categories for this aid, one for access to new vehicles and another for access to second-hand or second-hand vehicles up to three years old. “The aid may be allocated both to new vehicles, acquired and registered in Spain from October 30, 2024 inclusive, as well as to the direct acquisition, from this same date, of a semi-new vehicle which, in this case, must belong to a previous person. by a reseller and be registered in Spain in his name with a date after October 30, 2021,” the rule specifies.
Up to 10,000 euros per vehicle
The aid within the new vehicle category will be 10,000 euros for electrified vehicles and 5,000 euros for thermal and hybrid vehicles. In the case of used vehicles, electrified vehicles will have 4,000 euros and thermal and hybrid vehicles will have 2,000 euros.
In the case of motorcycles, 2,000 euros will be granted for new motorcycles if they are electrified and 1,000 euros in the case of thermal and hybrid motorcycles. For used motorcycles or those on the used vehicle market, 1,000 euros would be given if they were electrified and 500 euros if they were thermal or hybrid. Likewise, additional aid of 1,000 euros will be granted in situations of reduced mobility.
The Minister of the Economy, Carlos Body, clarified this Thursday that this direct aid will supplement the compensation that the Insurance Compensation Consortium already pays. So far, compensation has been paid for 3,500 vehicles, with an average value of 7,800 euros.
The deadline for submitting aid applications “will begin on the day of activation of the telematic aid management system of the Program and will last until June 30, 2025 or until the exhaustion of the budgets established in the corresponding calls, if it happens in advance.” specifies the text of the decree.
Aid for the self-employed and businesses in industry and tourism
To revive and revive economic activity, the green light is given to the “REINICIA+ Plan”, with a new line endowed with 1,200 million euros, so that the self-employed and companies in the industry and tourism sector can repair their facilities, equipment, product stock and can make new investments.
Among the financing measures, the creation of the ENISA Fund for Entrepreneurship and SMEs (FEPYME) stands out, initially endowed with 350 million euros and which will offer repayable and non-repayable financing to small and medium-sized enterprises, both industrial and tourism, in the territories concerned.
Also included is a specific financing line from the Support Fund for Productive Industrial Investments (FAIIP DANA), initially endowed with 650 million euros and which can be expanded, with zero-interest loans, with a duration of up to 10 years and grace periods of up to 3 years.
At the same time, an extraordinary aid line is created, focused on the recovery and expansion of the digital capabilities of tourism companies (ICO-FOCIT Tourisme), initially endowed with 200 million euros expandable, without interest, and the Fund is created the Foundation for Entrepreneurship and Small and Medium Enterprises (FEPYME), which will be managed by Enisa with an initial allocation of 303 million euros from the Recovery Mechanism.
Zero rate business helplines
An additional tranche of 240 million euros from the ICO DANA guarantee line is also approved so that affected self-employed workers and SMEs can access 0% loans to revive economic activity, as well as the launch of a another ICEX line, aimed at facilitating the internationalization of companies. the activity of the companies concerned.
In the procedural area, debtors and bidders can request the cancellation of judicial and notarial auctions for reasons related to DANA.
The royal decree-law also provides for the creation of a new line of subsidized loans of 300 million euros, for the small and medium-sized businesses concerned which wish to acquire cutting-edge technologies and machines. These loans, granted by the Center for Technological Development and Innovation (CDTI), dependent on the Ministry of Science, Innovation and Universities, will allow companies to obtain up to 6 million euros under conditions advantageous.
New “climate permit” and aid in dying
For its part, the regulation also envisages the modification of the status of workers to include a new paid leave, known as “climate leave”, which protects the right of workers not to go to work in the event of a disaster or climate alert. .
This permit is for a maximum duration of four days, extendable and will be possible whenever there are obstacles for the worker to benefit from remote work. After these first four days of leave, companies can choose to maintain the leave by paying for it, or to benefit from an ERTE due to force majeure.
Likewise, the new aid system recognizes the right for people other than cohabiting partners to obtain assistance in the event of death and the possibility that relatives of the deceased also receive assistance in the event of damage to housing.
In the same spirit, the exceptional consideration of a situation assimilated to a work accident in the procedures for temporary incapacity and permanent disability, death and survival pensions caused by DANA will be extended until December 31 .
At the same time, compensation for cessation of activity for the self-employed will be extended to all those covered by the so-called flat rate contribution rate.
Up to 600 euros per student to purchase equipment
Regarding the educational field, aid amounting to 17 million euros is planned for the acquisition of textbooks and teaching materials.
The amount of each aid will be a maximum of 600 euros per university and non-university student, including artistic and professional training students. This aid, which will be direct, is compatible with others.
