The Provincial Delegation of Valencia approves its first Administrative Simplification Plan with the objective of reduce bureaucracy and facilitate procedures to citizens and businesses. The decree signed by the president of the provincial corporation, Vicent Mompó, envisages the constitution of a Coordination Commission which will establish the criteria for simplification and regulatory quality, as well as a deadline of two years to develop and implement the new plan.
According to Mompó, “the elimination of bureaucracy and the facilitation of procedures for citizens and municipalities was one of the main objectives set by the government team for the current legislature. We have the responsibility to adapt regulations to legislative changes and to improve the efficiency of our services, and this is what we intend to do with this plan which can finally be developed after numerous efforts which have not been successful. their fruits.
Among the measures that the institution will implement in the coming months, the review of all administrative processes in order to reduce delays stands out; and the replacement of authorizations with responsible declarations and previous communications. These administrative simplification measures will be supplemented by regulatory simplification, which will consist of reviewing all ordinances, regulations and internal regulations with the aim of repealing or recasting everything possible.
A commission composed of the heads of the legal advisory services and the presidency and coordinator of the General Secretariat will be responsible for establishing the specific objectives, simplification criteria and protection of regulatory quality. The initial deadline for implementing the plan is set between this year and 2026period during which annual evaluations will be carried out to refine a text which will be published on the Transparency portal of the Provincial Council.
The president highlighted the initiative because “it defines the way of managing and understanding the institution that we have, with ideas that try to make things easier for those who work with the Provincial Council, without getting lost in big announcements that do not later materialize in real actions.” . According to Mompó, “the philosophy that we see in the plan to eliminate bureaucracy is the one that we find, for example, in the Pla Obert d’Inversions coordinated by Vice President Natàlia Enguix, or in the area of infrastructure led by the vice-president. .
