Rahman Mustafayev was born on September 26, 1963 in Baku.
In 1980-1985 he studied at the Faculty of International Economic Relations of Moscow State University.
He served in the Army from 1985 to 1987.
In 1993-1994 he worked as a senior advisor of the Information and Analysis Service of the Executive Office of the President of the Republic of Azerbaijan, in 1994-1997 he worked as the third, then second, and then first secretary of the Embassy of the Republic of Azerbaijan in Russia .
In 1997-1999 he was head of the Foreign Affairs Department of the State Property Committee of the Republic of Azerbaijan and in 2000-2006 he was a counselor at the Embassy of the Republic of Azerbaijan in the Russian Federation.
In May-November 2006, he was appointed deputy head of the first territorial department of the Ministry of Foreign Affairs of the Republic of Azerbaijan.
From November 2006 to 2009 he was director of the first territorial department of the Ministry of Foreign Affairs of the Republic of Azerbaijan.
Rahman Mustafayev was removed from his position as Ambassador Extraordinary and Plenipotentiary to the Republic of Greece and at the same time to the Republic of Albania by Decree of the President of the Republic of Azerbaijan of June 23, 2017.
He was ambassador extraordinary and plenipotentiary in France from June 2017 to October 2022, and from October 17, 2022 to October 1, 2024 in the Kingdom of the Netherlands.
