Seville to implement new official registry of tourist apartments to exclude illegal housing

A new official register of regulated tourist residences, in order to exclude those that are illegal. This is the new proposal of the Seville City Council to regulate this sector and, above all, expel the illegal offer from the market. To this end, a specific identification plate has also been placed on the table for this type of accommodation, just like hotels or tourist apartments, so that both neighbors and users themselves know what regulated accommodation is.

These are the main developments that emerged from the meeting held this Thursday by the local government with the Association of Professionals of Housing and Tourist Apartments of Andalusia (AVVA PRO), a meeting at the end of which the mayor, José Luis Sanz (PP), stressed that this new register will serve as a reference both for interested users and for professionals of tourist apartments themselves.

Sanz conveyed to the entrepreneurs the commitment of the local government to improve coexistence between residents and users of these homes, implementing tools that support this relationship and that “also create legal security so that entrepreneurs in this sector can work with all the guarantees.” The issue has been debated on numerous occasions in the municipal plenary session, where there is no political consensus despite the agreement of all municipal groups that the proliferation of these homes impacts the rise in rental prices and the progressive expulsion of residents from tourist areas.

The councilor defended his commitment to implement “the limitation in certain areas of the city of this type of accommodation”, included in a rule promoted by the local government and which is not applied because it was rejected in the municipal plenary session. The PP, which does not have an absolute majority, needs the support of at least one opposition group (PSOE, Vox or Podemos-IU), which agree to demand the toughening of the proposal.

While an agreement has been reached, the City Council has included the fight against illegal accommodation among its objectives. Sanz also welcomed the fact that AVVA PRO “has informed us of its willingness to collaborate with the proposal to limit accommodation for tourist use, as well as with the formula and procedure proposed by this government.” In this sense, he stressed that the sector recognizes that “there is no legal formula for a moratorium” on new licenses, which is currently the main demand of the opposition.

The mayor also brandished his decalogue of measures against illegal supply, with aspects such as the water cut-off by Emasesa. This option is questioned by some voices, such as AVVA PRO itself, because it is considered possibly not legally applicable due to the right of access to water as a basic good.
