Record number of applications and drop in assignments.

The year 2023 was marked by a record number of appeals to enforce their right to enforceable housing (DALO): 109,546 poorly housed or homeless households asked the State to grant them one, an increase of 4.2% in a anus. , according to figures published on Tuesday, October 2, by the High Committee for the Right to Housing. Among them, 36,532 homes were recognized as priorities, which represents a rate of 33.8%, 0.2 points more than in 2022.

However, only 21,665 households accessed housing, whether they were recognized as DALO in 2023 or before. “It is 9% less than in 2022. Above all, if we except the year of the health crisis, this is the first year of decrease recorded since the 2007 law that established the DALO”says the secretary general of the High Committee, René Dutrey.

Certainly, overall, the number of HLM allocations decreased in 2023, because there is less housing creation and, above all, because with the crisis, fewer social housing tenants abandon them. But DALO households are particularly the ones paying the price: “While they are supposed to benefit from 25% of allocations and be the highest priority households among priority households, they only accounted for 4.8% of allocations in 2023, down from 4.9% in 2022.critic René Dutrey. However, more than half of these households have resources equal to or greater than the minimum wage. »

More than 100,000 priority homes waiting

Due to the increase in applications and the drop in allocations, the list of households recognized as priority by the DALO over the years and still waiting for housing has increased considerably in 2023: there are already more than 100,000 and for 90% of them, the legal one. The assignment deadline, set at three or six months, depending on the department, has passed. This is the case of Emilie (her name has been changed), in her sixties: recognized as DALO in 2013, she renews her application for social housing every year and has not yet received any proposal.

“They contacted me twice. But they put me in second position for these adaptations and I didn’t get them”this woman in her sixties laments on the phone. During these eleven years of waiting, the Parisian studio where he lived with his son fell into disrepair. “There are cracks that are getting wider and I am being invaded by mice. The heater produces sparks when I turn it on, so I don’t dare use it anymore.”describes Emilie, who was recognized as disabled due to long Covid.
