After almost a decade of blockades and legal action, the department of Val-d’Oise abandoned the initial project of the Avenue du Parisis (formerly Boulevard Intercommunal du Parisis or “BIP”), a 2×2 lane intended to connect the ‘A1 and the A15.
Although the State Council had paved the way in May for the resumption of work, the department did not “He will not ask the prefect to renew the declaration of public utility”an essential element for the resumption of the process, announced Marie-Christine Cavecchi, president (Les Républicains, LR) of the department on September 25. “The initial project of the Avenue du Parisis, as imagined almost fifteen years ago, today requires a rethinking”he argued in a press release.
This infrastructure, whose first sketches date back to the 1930s, is already partially built. 11 kilometers of a total of 21 remained to be built in six municipalities: Montmorency, Soisy-sous-Montmorency, Groslay, Deuil-la-Barre, Garges-lès-Gonesse and Sarcelles. Its initial goal was to alleviate traffic congestion in the area, but the project encountered strong opposition, particularly from the “Vivre sans BIP” collective.
“We thought we had a chance to win, but not so soon. It is a victory that arises from the strong mobilization of neighbors, elected officials and associations.”Audrey Boehly, spokesperson for the group, is happy. Opponents were especially concerned about the destruction of already scarce green spaces in the area, such as the Lemoine farm in Arnouville, but also about the health of 10,000 children whose schools were located along the route. “Abandon this archaic project was a cross-party wish, from the Republicans to La France insoumise”Audrey Boehly further states.
“Protect human health”
Maxime Thory, LR mayor of the city of Montmorency, also states that “rejoice” of this decision. “I committed myself to this project from the beginning because I considered it to be from another era.explains. We cannot harm a certain number of municipalities simply to solve traffic problems in others. »

The cost of this project was estimated at one billion euros. In a political context where the emphasis is on reducing public spending, this is an important element of the department’s decision. “Of course, the question of cost has fueled the debate between the prefect and the department”underlines Maxime Thory. In particular, the Council of State had asked the departmental council to specify the financing modalities of the project.
