He Treasury and Public Procurement Area of Pamplona City Hall has already completed its economic-financial report on the impact that the territory and the management of the entire Ripagaina district. This is a theoretical exercise which estimates the annual costs associated with services and benefits that the increase in population (up to 15,000 people) would imply at 3.84 million euros, while income would be 3.7 million.
This document, signed four months ago by the government team, will serve, with others like the one drawn up by the Chamber of Auditors, to support the participatory process which should define the future of the neighborhood by spring-summer 2025. This was agreed during the meeting held in mid-May in the capital by the four town halls which share the 800,000 square meters of the district: Burlada (59%), Pamplona (21%), Valle de Egüés (10%) and Huarte (10%).
The data of report published today and which will also be sent to the rest of the Town Halls and to the Government of Navarre, have been calculated on a basis current demographic projectionwith 10,093 people registered, which will be 15,712 when the urban development planned in the Municipal Sector Plan of Incidence approved in 2004 is completed.
Currently, the population is in a situation of administrative fragmentation which caused unease in the neighborhood, mainly due to the slowness in the development and implementation of community spaces.
Income: tax orders and transfers
According to the theoretical exercise developed in the report, If Pamplona absorbed the management of the entire district, Current income (taxes, duties and transfers) would increase to 3,735,382 euros. This calculation is carried out on the basis of periodic tax figures collected in the report published on September 20 by the Chamber of Accounts on the situation of Ripagaina.
Comptos does not take into account that The three municipalities of the Region apply different tax rates and tax rates like the contribution, which in Pamplona will have a tax rate of 0.25% next year. By adjusting these data, revenues from the collection of taxes would reach 1,305,345 euros.
As for current transfers, those received from the Local Treasury Participation Fund for regional taxes and, more precisely, from the general fund within the Current Transfer Fund would change. Thus, if the incorporation of the district takes place, Pamplona would receive, according to data from the Comptos report, 2,430,037 euros, bringing the total income to 3,735,382 euros.

Commitments to increase allocations and increase the TUC quota
In the chapter of expenditure, the maxims on which the report is based are essentially two: on the one hand, the obligation that Pamplona would assume to execute the plans concerning public infrastructures that other town halls have already promoted and, on the other hand, the promotion of arrangements that would correspond to the neighborhood because it is in Pamplona (the idea of a civivox that could also include other services is being studied ).
Concerning the first part, the amount of these plans is not yet known, but it isA projection exercise was carried out on an average sports center with an annual operating cost of 353,500 euros; Concerning the second, Mendillorri’s civivox is taken as a theoretical reference, with an annual operating expense of more than 620,000 euros.

Another aspect addressed in the study concerns the increase in contributions that Pamplona City Hall should assume due to the increase in population in relation to the contributions that Pamplona makes to support common services.
The most important concept in this section would be the contribution to financing the Regional Urban Transport deficit. The Treasury estimates that an increase in the population of around 10,000 people would mean for Pamplona an increase in the contribution to financing the service deficit of 220,769 euros.
Green spaces, lighting, cleaning, social services, security and community action
Changing municipal boundaries means modify public service management contracts assume new needs arising from the increase in territory, infrastructure and population. The section of Social services (staff, neighborhood unit and operating costs) would mean 453,325.96 euros, to which would be added other expenses of a social nature linked to the increase in the population, such as emergency aid, soup kitchen or catering grants which are not included in the study since they are difficult to quantify with the available data.
For the Municipal police and taking into account the Foral Law 23/2018 and the characteristics of the service provided in Pamplona, it is calculated that A maximum of 20 additional officers would be needed to serve a population of 15,000 peoplewith an associated cost of 1,204,620 euros.
This amount includes salary costs, clothing, equipment and the rental of additional vehicles. Finally, the report also includes an estimate of spending on community action serviceswith an endowment investment of 22,395.54 euros and an expenditure of 53,005.54 euros.
