Lane problem on Baku roads: what is the way out?

“It is impossible to enter the bus lanes because a fine is imposed. Therefore, when a passenger wants to get off, we have to stop in the middle of the road. It is very dangerous for a passenger to get out of the car in “It is not known when or at what time. what speed will the buses leave the exclusive lanes. Recently, when a lady was getting out of the car, she was hit by a bus.”

“Although there are lanes for buses, they use the road for other vehicles. They attribute the reason to the trees that are on the side of the road. They cannot enter that road because the branches obstruct the bus and also damage it. If the lane “It’s not going to be used, why was it built?”

Both complaints were written on social networks. The construction of bus lanes is a big step in terms of traffic intensity, but it also brings with it problems of this type.

“Caspian” The newspaper published an article on the subject.

AYNA reported that special traffic lanes with a length of more than 77 kilometers have been organized in 25 streets and avenues in the capital. These works are in progress. Private vehicles are prohibited from entering the bus lane:

“The entry of private cars into the lane, in addition to the movement of dozens of buses, prevents thousands of passengers from reaching their destination on time. An administrative penalty has been established for the use of bus lanes by other vehicles. Thus, this violation administrative is punishable by a fine of 100 manats and two more. Currently, the use of taxi vehicles in the bus lane is not discussed.

Regarding the issue of trees, it was noted that the Azerbaijan Land Transport Agency asked the Ecological Agricultural Union of the Baku City Executive Authority to prune the trees so as not to hinder the movement of buses.

According to the information provided by DYP, although other motor vehicles are prohibited from using the bus lanes, there are exceptions: “Vehicles park at the bus stop. Passengers also get off comfortably. The bus lanes are laid out in such a way that they circulate directly and stopping at the bus stop, it is prohibited to stop and remain in the bus lane, except as provided in article 48”.

According to this article, vehicles with the inscriptions “police”, “emergency medical aid”, “firefighter”, as well as other vehicles determined by the competent body of the executive power of the Republic of Azerbaijan, have a higher mode of movement when carrying out a task. special task.

IV. 5.9, 5.10.1-5.10.3 markings, other vehicles traveling on highways with a lane designated for general purpose vehicles are prohibited from moving and stopping in that lane. If at this time that lane is separated from the rest of the road by a broken marking line, vehicles will be able to move into this lane while turning. Furthermore, in these places it is allowed to cross this lane to pick up and unload passengers on the right edge of the road, but this should not be an obstacle for general-use vehicles.

According to transport expert Farhad Eyyubov, when there are traffic jams in Baku, regularity is not guaranteed: “Because buses get stuck in traffic jams. The intervals are getting longer, the waiting time increases. They try to reduce traffic obstacles. Buses so that they can circulate on a regular route according to their schedule, it is necessary to create these conditions, certain changes must be made in traffic.

According to the expert, Baku is a city where it is impossible to create these conditions everywhere: “In reality, bus lanes should be built on three-lane roads. One lane is intended for roads and the other for cars. But in many places “There are no three lanes. Streets with bus lanes, most are two lanes, so when one lane is for buses, all the vehicles gather in one lane.”

F. Eyyubov stated that in certain areas of roads with lanes there should be right and left turns and stops. But this is not taken into account when designing the lanes: “Traffic safety must also be taken into account. It is important to maintain the optimal speed. In many cases, when the bus lane is built, other vehicles encounter obstacles and difficulties. Buses must operate regularly, but not obstruct other vehicles on the condition that, for example, the movement of ambulances and fire trucks can be guaranteed, but if the use of all taxis and other vehicles is allowed, the route lines will be paralyzed.”

According to the expert, monitoring should be carried out on all streets with bus lanes. If this interferes with other means of transportation, then other methods should be applied: “The post-striping stage and problems cannot be ignored. Traffic-related issues have not yet been fully improved. It would be better if the bus lanes were organized in a permitted way with broken lines in certain places. When the situation is critical or there is danger, it must be designed differently, that is, each vehicle must be taken into account by simply drawing a line of the lane. same way.
