Middle and high schools in times of overtime cuts and “optimization” of budget resources

There are national educational decisions that are not the subject of any public communication, but that nevertheless disrupt the life of educational establishments. The new management of overtime assigned to secondary and higher education centers in a context of budgetary tension is one of them.

At the beginning of the school year, many principals noticed a reduction in the various envelopes used to pay teachers who provided occasional hours of support or help with homework, substituted, or completed projects outside of their schedule. “Effective overtime” (HSE) benefits have thus been reduced in most establishments, according to a survey carried out by the majority union of management staff, SNPDEN-UNSA. “Three quarters of colleagues indicate that their assignment does not allow them to cover the needs of their establishment”underlines Bruno Bobkiewicz, president of the union.

Among the approximately 2,500 headteachers who responded to the union’s back-to-school questionnaire, more than 80% also reported a drop in funding available under the teachers’ pact, which funds the same missions as the HSE but requires teachers to do so. signing a contract that commits them to work between eighteen and twenty-four hours a year for each “pact mission” accepted.

Readjustments between establishments

Following the protest provoked at the end of April by the withdrawal without prior notice of overtime within the framework of the 10 billion euro savings plan decided in February for 2024, of which 683 million euros for the Ministry of National Education, Grenelle Street had however assured that the HSE envelopes would be kept throughout the calendar year. In 2023, they represented a cost of 333 million euros, of which the ministry expected to save around a third in the spring. Regarding the pact, endowed with 900 million euros throughout the year, the President of the Republic himself, promoter of this system, announced in April an extension of almost 100 million euros starting in September to reinforce it.

The ministry, which remembers that the pact constituted “a net media contribution” in establishments since their creation, admits that the allocations for the 2024-2025 school year “they are lower than expected [en] 2023 for the 2023-2024 school year.” It specifies, on the other hand, that, for first and second grade combined, they increased by 12% compared to “to actually observed consumption”which corresponded to about 700 million euros, according to the report delivered to the unions in spring. The distribution of allocations was also readjusted between establishments, particularly between the public and private sectors, the latter having consumed proportionally more of their funds than the former.
