“These sanctions were lifted in 2001, when the United States had to transport its cargo by air, land and sea from the territory of Azerbaijan to Afghanistan in transit. Regardless of party affiliation, the President of the United States canceled these sanctions by his decision every year until the United States fled Afghanistan. After that, those sanctions were applied against us. When I accuse them of ingratitude, I think that is not the harshest word to use in that context.
