At this Monday’s meeting, the report that the councilors had requested from the public prosecutor was read to determine whether the councilors’ right to a secret vote took precedence over the majority’s right to impeach the president. This report proved the critical advisors right.
Immediately afterward, they asked for a vote on Cascajosa’s impeachment, an item that was avoided at the September council meeting, with the president saying councilors could not vote secretly because not all of them were present in person . But Cascajosa used another legal report in which he claims that the royal decree approved last Tuesday by the government prevents councilors from requesting this vote, since they are in office.
This is the third time that Cascajosa has maneuvered to avoid his dismissal.
