Victor de Aldama paid Koldo García Izaguirre maintain his influence within the Ministry of Transport through alleged corrupt practices to influence decision-making bodies “using the Koldo-Ábalos pair“, according to a new report from the Central Operational Unit (UCO) of the Civil Guard to which EL ESPAÑOL had access.
The researchers detail that José Luis Ábalos was in charge of contractual procedures with Management Solutions and transmitted the instructions for the award of the mask market to the company linked to the commission agent Víctor de Aldama.
The UCO indicates that Aldama and Koldo García designated Ábalos as “the boss” on a regular basis, thus demonstrating the involvement of the former minister in the contracts awarded and his membership in the conspiracy.
“The facts reflected in this report show not only Aldama’s influence over MITMA through alleged corrupt practices, but also his attempt to influence other decision-making bodies, thanks to the use of the Koldo – Ábalos pair“said the Civil Guard verbatim.
The corrupt plot led by Víctor de Aldama infiltrated “into the areas of action of the public and private sectors” resort to corruption and influence peddling to facilitate their criminal activities and obtain the economic advantages inherent to them.
Aldama, corrupting element

The payments made to Koldo García had “the main reason for being” to be able to “maintain Aldama’s access to the councilor himself and to José Luis Ábalos”. The commission agent then obtained “his own profit and that of third parties” directly linked to him and his companies.
The UCO decides that “The cash payments were accompanied by compensation also for Ábalos”.
